Senator Moore then spoke in support of expanding Nikki’s Law to cover MassHealth day habilitation programs, describing the bill as a needed protection for people with autism and intellectual and developmental disabilities.
A major portion of the meeting focused on House 4530, a FY2025 supplemental appropriations bill providing $234 million for hospitals and community health centers. Senators discussed the Health Safety Net shortfall, rising health care costs, underinsurance, and federal reimbursement; Ways and Means explained that about $93 million was expected back in federal financial participation, making the net state cost about $140 million. The Senate also took up House 4531 on the 2026 state primary election date, rejecting an amendment before passing the bill to engrossment. The chamber later adopted emergency preambles for House 4530 and House 4531, and all three final bills—Machado-Joseph Disease Awareness Day, the supplemental budget, and the primary election date bill—were enacted and sent to the Governor. The Long-Term Services and Supports and Health Equity Subcommittee met with a presentation from Housing Navigator Massachusetts. Staff described the nonprofit’s mission to improve access to affordable housing through a free, 24/7 search tool and public data dashboards. They explained how the site distinguishes between rent-based-on-income units and fixed below-market rent units, how mobile vouchers such as AHVP and Section 8 interact with those listings, and what types of housing are included or excluded from the database. They also reviewed accessibility filters, supportive housing resources, and related state programs such as EOHLC resources and RAFT.
Committee members asked about the organization’s funding, the availability of voucher programs, and whether the site tracks demand for accessible units or wait lists over time. Housing Navigator said it is primarily supported through the state, works closely with the Executive Office of Housing and Livable Communities, and does not collect personal application data because it is not part of the application process. Staff said accessible units appear to be in high demand, but they do not have direct data on how many people are waiting or how many applications result from site visits. They also said they are working to improve data sharing, more frequent updates, and future research tools.
Members discussed ways to increase public awareness of Housing Navigator, including sharing a one-page fact sheet or infographic through disability organizations, local disability commissions, independent living centers, and the Massachusetts Office on Disability. The subcommittee also briefly discussed future goals, including inviting MassHealth to a January meeting, seeking regular updates on federal Medicare and Medicaid developments, reviewing the annual report’s recommendations, and possibly planning a future health equity event. Summary:
The committee met on March 2 and approved the February 23 minutes after a quorum was reached. The main presentation was from the Department of Human Services on non-emergency medical transportation (NEMT), a federally required Medicaid benefit that helps Minnesota Health Care Program enrollees get to medically necessary appointments. DHS said the program served more than 250,000 people in 2025 at a cost of $127 million, with participation up about 14% over five years, and described the seven transportation modes, provider enrollment requirements, STS certification, background checks, prior authorization rules, and planned transitions to a single administrator for parts of the program in 2026 and 2027.
DHS officials emphasized fraud prevention efforts, saying NEMT is one of the agency’s high-risk Medicaid services. They described enhanced prepayment review, provider revalidation and site visits, removal of inactive providers, and a provider moratorium in metro counties. Inspector General James Clark said the governor’s anti-fraud proposal would add pre-enrollment risk assessments, more staffing and technology, and electronic visit verification. He also noted that about 80% of NEMT spending is in managed care and that managed care organizations have their own compliance and special investigations units.
Committee members raised concerns about fraud, oversight, and privatization. Chair Robbins questioned DHS about the absence of the commissioner and the program’s use of brokers, citing past concerns and asking about the vendor MTM’s history; DHS said the RFP for the new broker had closed and the vendor selection was still underway. Representative Pinto questioned why oversight is outsourced to managed care organizations and suggested bringing more oversight back in house. MTM representative Phil Stahlberger defended the company’s record, said the Missouri dispute was about contract terms from about 15 years ago, and said MTM currently works in Minnesota counties and many other states, with on-site reviews, trip verification, and complaint review processes. No further votes or final actions on the NEMT policy were taken in the portion provided.
