Summary: The Senate State Government, Tribal Affairs & Elections Committee met on January 16, 2026, and took executive action on four measures before hearing two bills. The committee then heard Senate Bill 5827, which would allow veterans to use a pre-discharge certification, rather than waiting for a DD Form 214, to claim civil service veterans’ preference before separation from service. Staff explained the bill would require follow-up discharge papers within 30 days and agency procedures to verify service details. Prime sponsor Senator Chris Gildon said the bill was prompted by a constituent who could not secure preference points before retirement; the Washington Department of Veterans Affairs was supportive, and the proposed substitute reflected OFM feedback. Testimony in support came from Jerry Fuzik of the Veterans Legislative Coalition, and staff noted 40 people signed in in favor and two opposed. The committee also heard Senate Bill 5968, sponsored by Senator Krishnadasan, which would codify and expand the governor’s executive order on permitting and licensing timelines. Staff said the bill would require cabinet agencies to report credential data annually, publish processing deadlines for all credentials on a phased schedule reaching 100% by 2030, and refund application fees if deadlines are missed. Senator Krishnadasan described delays that cost a constituent a job and argued the bill would make timelines more predictable and enforceable. Support testimony came from the governor’s office, business groups, labor organizations, ports, the Department of Health, and others, who emphasized job creation, transparency, and faster licensing; the Department of Health reported substantial reductions in processing times for several professions and said it lacked refund authority under current law. The hearing closed with 26 people signed in on the bill, including 23 in favor, four opposed, and three others.

Later, CS/SB 772 was heard to allow portable electronics limited licensees to sell “iware” insurance and define that term, and it was reported favorably. CS/SB 1504 updated pre-licensure education for the 440 customer service representative license so a high school student completing a half-credit insurance and personal finance elective can apply upon turning 18; it received supportive testimony from industry groups and was reported favorably. Finally, the committee adopted a strike-all amendment to CS/SB 540 creating cybersecurity program requirements for mortgage and money service businesses, extending oversight to certain investment advisers, clarifying emergency suspension authority for anti-money laundering violations, extending payment deadlines for examination costs, and adjusting director experience requirements for financial institutions; the bill as amended was reported favorably. Senators McClain and Truenow requested to be recorded as voting in the affirmative on tabs 11 and 13, and the committee adjourned at the end of the agenda.

Summary: The Post-Secondary Education and Workforce Committee met on January 27 and first took executive action on three bills. House Bill 2311, which makes administrative changes to the Workforce Education Investment Accountability and Oversight Board, was advanced with a do pass recommendation after the proposed amendment was withdrawn. House Bill 2438 would create the SEEDS scholarship for early childhood education degree seekers, funded by up to $10 million from the GET account if it remains sufficiently funded. The sponsor and supporters said it would help address severe early learning workforce shortages, especially in rural areas, while WASAC said it supported the concept but had concerns about using GET funds directly and suggested a new account structure to avoid conflicts with existing requirements. The committee also heard House Bill 2525, which would create a heritage orchard program at Washington State University to register and preserve old and rare apple varieties. The sponsor and the tree fruit industry described it as a way to preserve agricultural history, support research, and promote ag education. Finally, House Bill 2586 would align Passport to Careers financial need calculations with the federal student aid formula and automatically qualify Passport students for the Washington College Grant. The sponsor, WASAC, and student testifiers said the bill would simplify aid access for foster youth and unaccompanied homeless youth; WASAC said it would absorb the modest administrative cost and clarified it was not seeking new appropriations. No final committee action was taken on the bills heard in public testimony during this meeting.
