Summary:
The Senate Committee on Rules and Administration met virtually on January 6, 2026, and took up four administrative policy items. Darren Hoff, Senate Human Resources Director, presented updates to the Legislative Coordinating Commission benefit book, including insurance changes tied to SEGIP, mental health and substance use office visit cost sharing, dental plan updates, dependent eligibility clarifications, a new voluntary legal services benefit, a 17% increase in Medicare premiums, and multiple leave-policy revisions to conform with the new paid leave law and other employment rules. Senator Pappas moved adoption of the benefit book with the LCC’s November 10, 2025 changes and staff technical corrections, and the motion passed.
Secretary Tom Bern described a proposed Senate Policy 1.56 allowing written rules of conduct for visitors in Senate spaces, aimed at setting clear expectations for behavior such as not blocking hallways or using shouting and profanity, while being developed with consultation to address First Amendment concerns. Senator Marty moved adoption, and the committee approved the policy. Council Lexi Stangle then presented a change to Senate Policy 2.47 on severe weather emergencies that would allow employees who work remotely on severe weather days to accrue compensatory time with supervisor approval; Senator Johnson moved adoption, and the motion passed.
The committee also considered a modernization of the Senate information systems policy. Secretary Bern and staff explained that the policy had not been substantially updated in about 20 years and was being condensed and updated to reflect current technology and practices. The revisions reduced the policy from 29 pages to 10, removed obsolete references, added a purpose statement, clarified email inspection and hardware/software procedures, updated website rules and accessibility guidance, and removed the secondary member page option. Senator Coleman moved adoption of the Senate information systems update, and it was approved.
After the Rules Committee adjourned, the Subcommittee on Committees met and approved two appointments: one public member to the Legislative Citizen Commission on Minnesota Resources through December 31, 2030, and Senator Gustafson to the Financial Crimes Advisory Board Task Force. Members asked about the task force’s scope and the public appointee’s background; staff explained the task force advises on identity theft and financial crimes, and identified the public appointee as Sha Lang of Preston, Minnesota. Senator Pappas moved adoption of the appointment list, and the subcommittee approved it before adjourning.

Summary:
House Republicans held a Transportation Committee press event to promote several bills they said would make driving cheaper and transportation more innovative. The main measures discussed were House File 3526, which would reduce vehicle tab fees; House File 3513, which would legalize automated driverless vehicles with regulatory guardrails; and a bill to consolidate metro-area bus operations and reduce administrative overhead and subsidies. They also said other transportation-related bills, including a school bus stop-arm clarification and a distracted-driving bill, were scheduled for the House floor on Monday.
Representative Patti Anderson argued that Minnesota vehicle registration fees have become unaffordable, citing examples of high costs for newer and older vehicles, and said the state should roll fees back to pre-2023/2024 levels. On automated vehicles, Republicans said the bill had been revised after concerns from committee members, MnDOT, and stakeholders, adding a weight limit to avoid autonomous trucking, accessibility provisions for wheelchair users, a U.S.-based support person requirement, a labor/economic/congestion study, and tighter permitting. They said the bill should advance to the next committee and rejected delaying implementation for further study.
On transit, Republicans said the metro has too many separate bus systems and that consolidation would save taxpayer money by cutting redundant service and administrative costs. They cited high per-ride subsidies and claimed combined reserve funds and reduced waste could save tens of millions of dollars. In questions, they defended using general-fund dollars for transportation, said the system benefits all residents, and argued that autonomous vehicles and related industries would create new opportunities even if some driving jobs are displaced. No formal votes were taken in the press event, though the speakers said they expected committee action on the automated-vehicle bill and that other bills would move to the floor or other committees.

Summary:
The committee took up HF 1425, which would prohibit the sale of state-owned school trust lands in the Boundary Waters Canoe Area Wilderness to the federal government and instead require a land trade. Representative Skraba argued the federal wilderness law requires an exchange, not a sale, and said the state should trade Boundary Waters school trust lands for federal lands elsewhere, citing potential benefits for logging, mining, and school trust revenue. He said the current proposed sale price was too low and moved to lay the bill over for possible inclusion in a future bill. Later, he withdrew a DE1 amendment and instead moved to re-refer the bill to the Education Finance Committee, but that motion failed.
Testimony was largely opposed to the bill. Aaron Vandal of the Office of School Trust Lands said the exchange option was no longer viable, that the lands have produced no revenue for education for decades, and that selling them is the trust’s last opportunity to generate returns for schoolchildren. Bob Meyer of the DNR supported Vandal’s position and said the agency could not negotiate mineral rights in the way suggested. Aon Clems of the Minnesota Center for Environmental Advocacy and Amanda Hefner of Save the Boundary Waters both opposed HF 1425, though they emphasized different reasons: Clems argued a sale best fulfills the state’s fiduciary duty to maximize long-term returns for education, while Hefner said a sale would harm public education funding, align with the trust’s original purpose, and help consolidate federal ownership in the wilderness.
Members then questioned the valuation and the practical differences between a sale and an exchange. Representative Jacob challenged the low per-acre price and asked about the federal government’s set-aside amount, while Representative Fischer asked how the appraisal was determined. DNR lands and minerals director Joe Henderson explained the valuation came from an independent appraiser, was based on the wilderness restrictions and lack of development potential, and was from a 2020 appraisal that is now being updated. Representative Schultz supported the sale approach and said the state should not transfer the land at such a low price. The committee did not advance the bill to the Education Finance Committee.
