Templin said she was not aware of recent independent or MMB studies tying revenue loss to migration, but would look into it. Members also discussed the sharp rise in tax receipts in fiscal 2021 and 2022 after the pandemic downturn, with staff explaining that the low fiscal 2020 base and a shift toward goods purchases during COVID helped drive the increase, especially in sales tax revenue.
