Next, Stephen Fielder of the Department of Financial Services presented on the My Safe Florida Home program, which provides grants for homeowners to harden homes before storms. He reviewed program eligibility, grant types, reimbursement averages, and performance data, and said the program has received $633 million in appropriations overall. He noted that the program is outsourced to private vendors, has low administrative overhead, and has processed large numbers of inspections and reimbursements. Senators questioned contractor requirements, permits, overhead costs, and whether the program should be brought in-house; Fielder said permits are required before reimbursement, contractor licensing is verified, and the department is considering several administrative clarifications, including townhome roof work, inspection expiration, and whether grants should be limited per person or per home. A retired educator also testified in support of more assistance for homeowners facing insurance problems.
Finally, Tom Berger of the Department of Management Services outlined the Florida Facilities Pool and the state’s real estate development and management work. He described the bonded facility program, the state’s 112 managed facilities, lease administration, parking contracts, maintenance operations, and more than $1 billion in active construction projects. He highlighted major projects such as the Emergency Operations Center, Capitol complex upgrades, a new visitor screening center, and facilities for other agencies including veterans’ services, juvenile justice, and the courts. Senators asked about lease terms, appropriation language, vacancy in leased space, and whether the state uses a uniform lease form; Berger said the lease document is standardized and that agencies determine their space needs. The meeting ended with no further business and adjournment by motion.

Testimony from the Disability and Communication Access Board and the State Council on Developmental Disabilities strongly supported the bill, emphasizing effective communication for deaf and hard-of-hearing residents and noting that interpreter placement and size can make broadcasts inaccessible. The council requested an effective date of July 1, 2027 to allow implementation time. Members raised concerns about interpreter availability and emergency logistics on Hawaiʻi Island, but the chair moved to pass the bill with amendments reflecting the picture-in-picture recommendation and the later effective date. The committee then heard House Bill 1880, HD2, which would prohibit, beginning January 1, 2027, the use or application of pesticides containing 1,3-dichloropropene, such as Telone. The Department of Agriculture and Biosecurity explained that pesticides are already regulated at both the federal and state levels, with EPA risk assessments and state enforcement of label restrictions, reporting, and school-buffer requirements. The Hawaii Public Health Institute supported the bill, citing cancer and respiratory risks and arguing that safer alternatives exist. In opposition, Dole Food and the Hawaii Farm Bureau said Telone is important for controlling nematodes in pineapple production, that it is applied underground under EPA conditions, and that no comparable registered alternative exists for pineapple; they also said the bill’s 2027 start date is too short for growers to adjust. A representative from the Y Alliance for Progressive Action and Support supported the measure, citing statewide usage data and concerns about drift and chronic health impacts. Committee members questioned both sides about drift monitoring, groundwater impacts, alternative methods, and whether a transition period or research into resistant varieties could reduce reliance on the chemical.

The Department of Administrative Services presented its capital budget process and priorities, explaining how agencies assess facility needs, rank projects, and submit requests to the governor’s office. Officials noted that the governor’s proposed capital budget included fewer DAS projects than in past years and no projects for the Bureau of Court Facilities.
The committee also discussed lapses and reprogramming of prior appropriations. DAS said the first eight projects approved in 2023 remain under construction and should be extended, while many 2021 projects are delayed because of ARPA-related workload and broader construction backlogs. Members reviewed a 2019 project list and agreed to lapse project number 49, the Spalding roof project, with about $81,000 remaining. DAS also said some small 2019 balances, including courthouse generators, a boiler, cooling and controls, roof and exterior repairs, and the State House Annex elevator, could be redirected through Capital Budget Overview toward the Hillsboro County South Cell Block project. The hearing ended with questions about project schedules, ARPA deadlines, and the division of authority between DoIT and DAS for the ERP system.

Summary:
