His model also added an on-campus face-to-face headcount component and a credentials component, with the intent of rewarding in-person enrollment and completions. Members questioned the use of headcount instead of FTE, how hybrid, online, dual-credit, and off-campus students would be treated, and why face-to-face enrollment was weighted more heavily than completion. No formal votes or final actions were taken; the committee instead continued discussion and asked members to provide direction on which elements, if any, should be developed further.

A substantial portion of the meeting was spent planning upcoming work sessions and discussing possible revenue measures. The committee planned to invite Fish and Game on Monday to review a large set of follow-up materials and to discuss a possible amendment requiring hunters and trappers to pay the license fee before taking free training classes, with a second chance to retake the class if needed. Members also discussed possible fee adjustments for Safety and Fish and Game, including using dedicated-fund fees to reduce reliance on general funds and help stabilize the Highway Fund and Fish and Game Fund. The chair emphasized that all actions were recommendations until the committee’s final deadline and encouraged members to review draft language carefully before voting.

They urged lawmakers to reduce, delay, or better fund mandates, adjust timelines, and provide more flexibility in local revenue tools and equalization aid. Representative Fellows said he has an LSR similar to HB 491 that would study existing and new revenue options using criteria such as revenue potential, administrative cost, affected groups, implementation timeline, and implementation cost, with input from revenue administration and outside agencies. Representative Papich Muller emphasized constitutional separation-of-powers concerns, reading Article 83 and saying he was not comfortable with the broad claim that “cherish” clearly mandates a specific spending level, though he said he intends to follow Supreme Court guidance. Representative Ricky read testimony from a local school board member arguing that the state already imposes many mandates on schools while providing the least funding in the country, and that HB 651 would help restore meaningful local control. No final vote or action was taken in the portion provided, though the chair had indicated the subcommittee would vote before adjournment.
