The committee also approved SB 1050 on a 4-3 vote. Later, SB 1078, dealing with de novo review in public records denial cases, passed unanimously after support from the Goldwater Institute, and SB 1083, which would prevent HOAs and condo associations from banning certain lighted home address devices for emergency response, also passed after testimony from the sponsor and a homeowners coalition.

San Jose State University highlighted its own AI-focused programs, courses, orientation training, faculty fellows, student ambassadors, and interdisciplinary efforts to build AI literacy and responsible use into instruction and co-curricular programs. CSU also said it was tracking metrics on adoption, academic outcomes, workforce outcomes, and environmental impacts.
Faculty, staff, and student representatives welcomed the educational potential of AI but raised concerns about the rollout, saying it had moved quickly and without enough consultation or consistent systemwide policy. They urged stronger protections for academic freedom, intellectual property, privacy, equity, and worker input, and warned about bias, surveillance, job displacement, and the environmental cost of AI. Legislators pressed CSU and OpenAI representatives on training requirements, data privacy, bias reporting, discipline for misuse, liability, sycophancy, and safeguards against harmful uses such as non-consensual imagery or self-harm-related interactions. CSU said interactions in the licensed tool are private, data are not used to train models, and campuses retain their own conduct processes; members also asked CSU to follow up on systemwide training, policy consistency, and additional safeguards.

Delegate Hayes and a stakeholder from American President Lines described the bill as a way to reinforce existing federal law and support U.S.-flag cargo and Virginia port activity. Delegate Cousins explained that his bill would apply to state agencies broadly, including universities and correctional and behavioral health facilities, to support Virginia farmers.
Members discussed that HB 869 was referred to the workgroup to consider whether the bill should set a mandatory percentage or a more aspirational target, and Delegate Cousins said he was open to the group’s findings. The chair noted related legislation on local food purchasing and SWaM preferences, and said stakeholders would be invited to a later summer meeting for more testimony. No public comment was offered, no votes were taken on the two new bills, and the meeting adjourned after the work plan discussion.

House Bill 2581 on emergency management, which would narrow the definitions of disasters and emergencies, drew testimony both supporting the bill as a check on emergency powers and opposing it as incomplete or too broad in its current form; decision-making on that measure was deferred to the committee’s March 23 meeting. House Bill 2498 on a care home resilience pilot program was also deferred to March 23 after no testimony was offered.
