Summary: The House Agriculture Finance and Policy Committee held an introductory meeting that began with housekeeping, a correction to the committee rules (the room number should be G3, not G35), and member and staff introductions. Members described their districts, agricultural ties, and priorities for the session, including consumer food costs, urban agriculture, farm economics, livestock disease preparedness, and support for Minnesota’s agricultural sectors. No votes were taken during the introductory portion. The committee then turned to sustainable aviation fuel (SAF). Deputy Commissioner Andrea Veble of the Minnesota Department of Agriculture said the Walz administration strongly supports SAF because of its potential for agriculture, forestry, and clean energy, and reviewed Minnesota’s 2023 SAF tax credit and related sales tax exemption. She said the state has feedstocks and should continue investing so Minnesota can attract SAF production and support rural jobs. Jeff Davidman of Delta Airlines testified that aviation is difficult to decarbonize and that SAF is the airline industry’s main path to net zero by 2050; he cited current use of SAF, the need to scale production, and Minnesota’s role in supplying feedstocks and hosting future production. Peter Frost of Greater MSP described the Minnesota SAF Hub as a public-private partnership aimed at building the full SAF value chain in Minnesota. He emphasized that Greater MSP is coordinating investors and partners to grow the regional economy and said the SAF effort is intended to create jobs and economic development. Committee members did not ask questions during the portion captured, and no formal action or vote was recorded on the SAF presentations in this transcript excerpt.

Summary: The Department of Safety presented an overview of highway fund and unrestricted revenue collections, focusing on the Division of Administration, the Road Toll Bureau, and the Division of Motor Vehicles. Amy Newbery explained that the main unrestricted funding sources are highway funds and general funds, with highway fund revenue of about $263 million in FY 2024 and a FY 2025 projection of $261.2 million. She said revenue growth has been modest and has not kept pace with costs, creating structural deficits that required general fund transfers of $50 million in FY 2022-23 and another $10 million in FY 2024-25 to balance the fund. Jennifer Hall described Road Toll operations, including motor fuel tax collection at the distributor level, compliance enforcement, and licensing for fuel distributors, transporters, IFTA carriers, and oil discharge/pollution control. Members asked about IFTA, dyed-fuel enforcement, the possibility of using the state forensic lab for dyed-fuel testing, and whether audit positions had been filled; the department said it recently hired a part-time fuel enforcement officer, still uses IRS testing, could explore lab testing, and had no audit vacancies. Hall also discussed factors affecting fuel-tax revenue, including gas prices, crude oil forecasts, weather, tourism, GDP, and inflation, and said FY 2024 road toll revenue was $127.5 million, above plan, with FY 2025 projected at $127.71 million. The committee then turned to DMV-related revenues. Newbery said motor vehicle registration revenue was $93.1 million in FY 2024 and is projected at $90.4 million in FY 2025, with the state share going directly to the highway fund. Members asked about the state/town fee split, the five-year registration cycle dip, the distribution of registration revenue by vehicle weight category, and the impact of electric-vehicle surcharges; the department said the five-year dip is still occurring and will fade over time, and it would follow up on the weight-category breakdown. The presentation also noted that driver-license revenues have stabilized, inspection revenues remain steady, plea-by-mail revenue was added to the highway fund in FY 2024, and general fund revenues tied to the department are relatively small and have declined as some functions moved to OPLC. No votes or formal actions were taken.

Summary: The Senate opened with roll call, approval of the February 12, 2026 journal, and reports that several bills were correctly printed or engrossed. Committee reports then moved Senate Bills 7 and 31 from Health and Human Services, Senate Bills 53 and 54 from Local Government and Housing, and Senate Bill 43 from State, Veterans, and Military Affairs to the Committee of the Whole, with some measures recommended for the consent calendar. The chamber also announced substitute prime sponsors for Senate Bills 260008 and 2631 following Senator Michaelson Jenet’s resignation. The Senate then recessed to hold a memorial for former Senator Faith Winter and later voted to proceed out of order for memorials. Senate Joint Memorial 001, honoring Winter, was read at length and adopted. The memorial described her work on transportation, climate, paid family and medical leave, environmental justice, rural health care, and bipartisan legislation, and it was ordered sent to her family members. The Senate also suspended Rule 31A by a two-thirds vote so current and former House members could address the chamber from the well. Several members and family representatives offered remarks remembering Winter as a mentor, organizer, and coalition-builder. Speakers highlighted her advocacy for paid family leave, transportation funding, cleaner air, women’s leadership, and workplace accountability, as well as her personal warmth and support for colleagues and family. No additional legislative votes or bill actions were taken beyond the memorial adoption and procedural motions.
