Summary:
The Government Operations Committee heard Governor’s Message 663, reappointing Corey Schaefer to the 911 Board for a term ending June 30, 2026. Schaefer described his telecommunications background and five years of service on the board, including recent election as chair. The committee then took up a resolution asking the Comptroller and DAGS to work with the Hawaii State Public Library System to identify rural and underserved communities needing better telecommunications access for participation in the legislative process. Testimony from library and disability advocates supported the goal, but members raised concerns that the measure was too broad and unclear about the actual problem, whether libraries already had sufficient broadband and equipment, and whether the focus should be on public access and education rather than DAGS. The committee deferred the measure to Thursday for a revised draft.
Members also heard a resolution urging all state departments to partner with the Office of Wellness and Resilience on data-sharing agreements. The office and several advocacy groups supported the measure as part of trauma-informed state efforts, but members expressed strong privacy and HIPAA concerns and questioned what data would be shared, for what purpose, and how it would be protected. The committee deferred that measure as well so the office could work with the chair on narrower language.
Finally, the committee considered a resolution urging boards and commissions to conduct annual performance reviews of executive directors or equivalent exempt positions. With only one individual testifying in support, the committee recommended a Senate draft to clarify that the measure applies to civil service exempt positions, and the recommendation was adopted.

On Tab 4 item 2511, members questioned why the state was paying utility costs for the Laconia property while it is being sold. Commissioner Charlie Arlinghaus explained the budget line covered utilities generally, not just heat, that some buildings still require minimal heating, and that the main increase was tied to the Winnipesaukee River Basin Project wastewater charges. He said the charges had risen sharply, the property sale would eventually trigger a utility true-up at closing, and he would provide additional analysis. The committee then adopted the item. On Tab 4 item 25115, the Department of Justice said funding for a temporary fourth pathologist was removed from the 2026-2027 budget because it was no longer needed, and the committee adopted the item.
On Tab 6 item 25126, Department of Health and Human Services officials explained the Medicaid managed care “withhold” as a performance incentive: about 2% of capitation payments are held back, then redistributed based on quality and operational metrics, with unearned amounts staying with the state until the end of the program and subject to actuarial requirements. They said the approach has improved performance and helped with Medicaid unwinding outreach, reducing enrollment by about 11,000 people in the past year. The committee adopted the item. On Tab 7 item 25139, the Department of Energy said it no longer needed an additional position because existing staff could handle the work, and the item was adopted. The committee also adopted regular-calendar items 25114 and 25131, noted that one regular-calendar item had been withdrawn, set the next meeting for June 20 at 11:00 a.m. in Room 100 of the State House, and adjourned after a motion and second.

The chamber also passed House Bill 2455, granting Pittsburgh school administrators collective bargaining rights, despite objections that existing appeal protections already exist; it passed 106-96. House Bill 2460, creating hunting and trapping education provisions, passed 180-22 after debate over whether it duplicated existing law and imposed a mandate. House Bill 2499, expanding the State Workers’ Insurance Fund’s equity investment authority, passed 173-29. House Bill 2529, scheduling metatomidine as a Schedule III controlled substance, passed 198-4 amid testimony about overdose risks and concerns about criminalization. Senate Bill 604, joining the Counseling Compact, passed 188-14, and Senate Bill 1259, clarifying parole record privilege and expanding notice to denied parole applicants, passed unanimously 202-0. The House then made referrals and committee assignments, signed the two Senate bills for presentation to the Governor, and adjourned until July 1, 2026.
