It also described aviation, K-9, bomb squad, special events response, SWAT, narcotics, major crime, forensic laboratory, and other specialized units, with statistics on drug seizures, investigations, and lab workload. The Committee on Capital Investment held its first meeting of the 2025 session with members and staff introducing themselves and describing their priorities. Senators from both parties repeatedly emphasized the goal of passing a strong bipartisan bonding bill this year, with several members noting that local projects were delayed after no bonding bill passed the previous year. Chair Housley also said the committee would not meet later that week and previewed an upcoming presentation from MMB on federal funds.
The committee then heard a presentation from MMB’s Leah Corey and Anna Ming on Minnesota’s federal funding efforts. Corey explained that MMB’s federal funds team coordinates state efforts to maximize funding from IIJA, IRA, CHIPS, and related federal programs. She said Minnesota has secured about $12.3 billion in federal funding so far, including roughly $3 billion more since the last presentation, supporting about 1,800 projects statewide. Most of the funding is going to transportation, roads, and bridges, with other major areas including clean energy and weatherization. She also highlighted an interactive public dashboard showing projects by region and noted that much of the data reflects funds flowing through the state enterprise.
Corey also discussed state match programs that helped unlock federal dollars, including the IIJA discretionary match fund, the State Competitiveness Fund, and the Forward Fund. She said $180 million in state match has unlocked about $1 billion in federal investment through the IIJA discretionary match fund, nearly $17 million in state investment has unlocked nearly $90 million in federal funding through the State Competitiveness Fund, and $124 million for the Forward Fund has unlocked nearly $1 billion in federal and private investment. Members asked whether more state dollars could have brought in more federal funds; Corey said she was not sure, but noted the IIJA match fund is expected to run out in the coming months.
The presentation also focused on direct pay tax credits under the Inflation Reduction Act, which allow tax-exempt entities such as governments, nonprofits, school districts, and tribal nations to receive payments for eligible clean energy projects after they are completed. Corey said the state is building awareness and technical assistance around direct pay, including educational sessions and a tax expert resource. She also described Minnesota’s Green Bank, the Minnesota Climate Innovation Finance Authority, which is beginning to issue loans for projects such as community energy, nonprofit geothermal systems, and solar-plus-battery installations.

The Administrative Rules Subcommittee reviewed several agency rules and most were approved without objection. The Department of Agriculture repealed rules tied to the now-repealed Arkansas Catfish Processors Fair Practice Act. The Department of Human Services updated Medicaid policy to clarify child support enforcement treatment for pregnant women, remove the word “forcible” from rape/incest good-cause language, and eliminate a 90-day waiting period for ARKids B after loss of group coverage; members highlighted the significance of the language change and asked for a quick-reference eligibility chart. DHS Medical Services also received approval for a CMS cell and gene therapy model rule for sickle cell drugs and a technical Medicaid-assisted medication-assisted treatment update that was described as cost-neutral and non-substantive.
The Department of Labor and Licensing presented several rules implementing recent acts and internal cleanup changes. These included procedures for local construction plan disputes under Act 591, Contractors Licensing Board amendments raising the restricted commercial license threshold from $750,000 to $1.5 million and allowing deferral of owner-complaint investigations during civil litigation, and a similar residential contractors change. The HVACR Licensing Board presented broader revisions under Act 746, including grammar and cleanup changes, elimination of the Class C license with transfer of existing holders to Class B, expansion of allowable work limits, a change to continuing education from four hours annually to eight hours per three-year code cycle, and clarification on training, child labor, and licensing issues. Several members questioned the practical impact of the HVAC changes, but the rule was approved.
The committee also granted the Department of Inspector General’s request for exclusion from rulemaking reporting under Act 473, concluding that no rule was necessary because the act already defines the key terms and review process for foreign-adversary cultural exchange agreements. In addition, the Arkansas State Library’s report recommending continuation of its existing rules was accepted. During the status updates on outstanding 2023-session rulemaking, Education explained delays were due to overlapping 2025 amendments and the large volume of rules, while members expressed concern about the length of time since enactment; staff noted only a small number of 2023 rules remain outstanding. The meeting ended after written 2025-session updates were received with no further questions.

Summary:
The committee first approved special expenses incurred by the committee, then took up interim study proposals. The first, ISP 2025-069 by Representative Perry, would move collection of sales tax on motor vehicles from the current registration-based process to the point of sale at dealerships. Representative Eaton presented the proposal, and members questioned DFA about fiscal impact, dealer implementation costs, verification and audit issues, and whether the change would shift burdens to dealers or consumers. DFA said the overall tax amount would not change, but system programming and timing changes would be needed, and dealers would likely face process changes and possibly added costs. Despite concerns from some members and references to opposition from auto dealers, the committee voted to send the proposal to research and passed the ISP.
The committee then considered ISP 2025-071, based on House Bill 1636 from the 2025 session, which would phase out Arkansas’s soda excise tax over five years if revenue triggers in the Medicaid Trust Fund were met. Representative Ray explained that the bill had passed committee but failed on the House floor in the prior session, and members discussed the tax’s annual revenue, its dedication to the Medicaid Trust Fund, and whether the proposal would replace lost revenue. Questions were also raised about who controls distributions from the trust fund and whether the legislature has oversight. DFA said it would follow up with DHS on the mechanics and provide additional information. The committee then voted to adopt the interim study proposal, and the meeting adjourned.

The LEAP committee met on June 18, 2025, with introductions from members and staff, then received a clean audit report from the State Auditor covering 2020–2024. The audit reviewed accounts payable, general disbursements, theft-sensitive assets, and data backup/recovery, and found no findings. Staff also outlined the interim work plan, including a full rewrite of the capital budget application (Build Sum), updates to the transportation bond model and operating budget tools, website improvements, and continued research into secure, responsible AI use. Members asked about AI safeguards, keyword search improvements, and making the website more user-friendly, especially on mobile devices.
The committee approved the July 8, 2024 minutes after a quorum was reached. It then considered and unanimously approved several budget format changes: the Department of Corrections moved chemical dependency and sex offender treatment into its health care program and renamed Program 700 from “Offender Change” to “Reentry Services”; the Department of Revenue moved the AMP program into its tax analysis and technology support program; and the Department of Transportation changed a toll program title and added new sub-programs for State Route 509 and State Route 167 toll operations to reflect new facilities and more accurate reporting.
Kevin Feltis also provided staffing updates, noting the retirements of longtime LEAP staff, the hiring of three new associate consultants in October 2024, and an upcoming December 2025 retirement for Sherry Randage after decades of state service. The new staff members briefly introduced themselves and expressed enthusiasm for their work. The meeting ended with thanks to members and staff and adjournment after the committee completed its business.
