Bills: SB190 , HB247 , HB2 , HB8
Summary: The committee reviewed drafting instructions and spending sheets for House Bill 2, focusing on both recurring and nonrecurring appropriations, reserve levels, and several late changes. Staff explained that the package would leave reserves around 28% under the current scenario, with the possibility of rising to about 30% if a separate natural disaster reform bill is enacted. Members discussed how disaster funding would be handled through a replacement Section 8 and the appropriation contingency fund, and whether the operating reserve could be tapped with explicit authorization. There was also clarification on fund types, including other state funds and interagency transfers, and on how line items were reflected in the spreadsheets. A major point of debate was how to offset additions by reducing funding elsewhere. Members discussed shifting money from the state fair/multipurpose arena request, the Office of Natural Resources Trustee, and other capital items to accommodate changes. Several senators raised concerns about cutting the Office of Natural Resources Trustee too deeply and about the purpose of those funds, including possible land purchases and floodplain mitigation in Ruidoso. The committee also discussed whether the state fair money should be reduced, with some members supporting a $25 million restoration and others preferring to leave the executive’s request intact. Staff noted that some reductions were not true cuts but swaps or offsets, such as moving local road money and using excess capital outlay reserves. Other corrections and policy items were addressed, including an increase for UNM and NMSU stadium funding, a correction to a project distribution on line 105, and funding for the Health Council. Members also noted that the public employee 1% raise was no longer funded because recurring capacity was used elsewhere, and that no COLA was included. After discussion, Senator Woods moved to adopt the drafting instructions, Senator Gonzalez seconded, and the motion passed without objection. The committee then directed staff to prepare a catch-up cleanup version of House Bill 2 for later review and said House Bill 8 would be taken up the next morning.

Summary: The House opened with prayer, the Pledge of Allegiance, and several gallery introductions, including the Oklahoma Elks Lodge Association, Guthrie Day visitors, students from Sanger Ridge Elementary and Stillwater, and multiple honored guests and athletic teams. The chamber also heard a farewell speech from Representative Dale Kerbs reflecting on his 10 years in the House, his committee work, staff, family, and major policy changes during his tenure. A concurrent resolution recognizing the YMCA on its 175th anniversary was also adopted. The bulk of the meeting focused on a series of Senate bills carrying joint committee reports, many of them appropriations or retirement-related measures. The House passed bills providing COLAs or related benefit changes for judicial retirees (SB 1148), firefighters (SB 1147), police retirees (SB 1146), public employees (SB 1145), and teachers (SB 1144), along with a one-time stipend for a small group of retired police and firefighters who missed prior increases (SB 1149). Members asked questions about pension solvency, tiered COLA structures, and whether any bills reduced state contributions; the sponsors generally said the systems were stable or that future legislatures would retain oversight. The House also passed limits bills for the Health Care Authority (SB 1161), State Department of Health (SB 1162), Department of Mental Health and Substance Abuse Services (SB 1164), Department of Human Services (SB 1163), Public Safety (SB 1165), Agriculture (SB 1166), and the Oklahoma Water Resources Board (SB 1175 and SB 1176). Several other measures were approved with little or no debate, including appropriations for remediation assistance (SB 1159), a Pardon and Parole Board pay increase (SB 1156), funding for the Office of Juvenile Affairs to ensure juveniles receive prescribed medication (SB 1158), a new OSBI cybercrimes and fraud unit (SB 1157), and OMES provisions for Pay for Success and a public contract-spending database (SB 1167). The House also passed a school bill adding 20 minutes of recess for K-5 students, with members joking about recess for legislators as well. Most bills passed with strong bipartisan margins, and several emergency clauses were adopted by the required two-thirds vote. The House then recalled HB 1933 from engrossing and enrolling and adjourned until Monday, April 20, 2026.

Bills: S1694
Summary: The Appropriations Committee on Higher Education met with a quorum present and first took up CS for SB 1694, which would require technology-integrated postsecondary general education core courses to include digital literacy and competency instruction, including use of artificial intelligence tools, and encourage high school computer science courses with AI content to teach how AI systems use data, their benefits and limitations, and responsible use in academic and personal contexts. The bill drew support from several speakers who emphasized the need for students to understand AI’s capabilities, limitations, ethics, and risks, while one speaker raised concerns about overreliance on AI and the loss of skills. Senator Davis said the bill was a good step toward preparing the future workforce and suggested earlier instruction might be worth considering later. The bill was reported favorably, and Senator Leek asked to be recorded in the affirmative. The committee then heard a long series of confirmation presentations for trustees at multiple Florida colleges and universities, including Tallahassee State College, USF, UNF, Palm Beach State College, the College of the Florida Keys, Hillsborough College, Miami-Dade College, Florida A&M University, Florida Gulf Coast University, Florida International University, New College of Florida, Florida Polytechnic University, and the University of Florida. The appointees generally emphasized student success, workforce alignment, fiscal responsibility, access and affordability, and institutional growth; several members and senators offered supportive comments, with some asking about specific issues such as Tallahassee State’s NCLEX passage rates and the need for continued improvement. One appointee’s attendance was delayed or skipped for later consideration, but the committee ultimately took a block vote and reported the confirmations favorably to the Ethics and Elections Committee. Finally, Chair Harrell gave a brief overview of the higher education budget, describing a total of $11.9 billion and highlighting increases for workforce education, Florida College System operating funds, workforce development capitalization, the Rural Incentive for Professional Educators program, the USF Center for Nursing, preeminent research universities, UCF’s community school grant program, UF’s Lassinger Center on Learning, the Florida Center for Autism and Neurodevelopment, and campus security through a postsecondary guardian program. Senator Davis asked about a transfer related to the workforce development capitalization and incentive grant fund, and the chair explained it was a transfer of an existing program with new funds being added. There was no public comment on the budget, and the meeting adjourned after Senator Leek requested to be recorded in the affirmative on SB 1694.
