The Senate Education Pre-K through 12 Committee considered three bills and reported all of them favorably. The committee adopted an amendment clarifying rulemaking authority, shifting it to the State Board of Education. Senator Berman questioned a provision related to information on leaving children in vehicles, and Senator Calatayud said she would follow up. The committee then voted the bill favorably.
Finally, the committee considered CS for SB 182 by Senator Jones on school teacher training and mentoring programs. A strike-all amendment aligned the bill with the House companion, limited mentor placements to D- and F-rated schools, expanded participation to districts and charter schools, tightened mentor qualifications, authorized stipends up to $3,000, and allowed use of educational enrichment funds. The amendment was adopted, supportive appearance forms were waived in, and the bill was reported favorably. At the end of the meeting, members recognized committee staff and applauded Kathy Missouri for her last committee meeting, and senators later recorded additional affirmative votes before adjournment.

The Committee on Fiscal Policy met and first took up CS for SB 290, a broad Department of Agriculture and Consumer Services bill. The committee adopted a strike-all amendment that, among other things, set density requirements for certain small municipalities, delayed biosolids-related changes from July 1, 2026, to July 1, 2028, required higher insurance coverage for fumigation businesses, increased fines for fumigation violations, extended the time contractors have to pay subcontractors and suppliers from 15 to 30 business days, preempted certain county agritourism permitting ordinances, and renamed the Bonifay Forestry Station. Senators raised concerns about local government preemption, the biosolids timeline, and especially the new felony penalty for nonpayment of subcontractors and suppliers. Audubon Florida testified in opposition to the state lands and biosolids provisions, while several agricultural and industry groups waived in support. The bill was reported favorably after debate, with Senator Bracy Davis voting no and Senator Jones expressing concern about the contractor penalty.
The committee then heard SB 320 on administrative efficiency in public schools. The bill would reduce district-level requirements across assessments, personnel, facilities, budgeting, and early learning administration; expand teacher apprenticeship pathways; create longer instructional contracts and renewable professional certificates; simplify testing and evaluation rules; increase flexibility for Title I and discretionary capital funding; and streamline facility planning and architectural requirements. School district and education association representatives waived in support. Senators Osgood and others praised the deregulation and flexibility, while Senator Bracy Davis asked about remedies if charter schools fail to respond directly to Department of Education expenditure questions. The sponsor said the bill is intended to reduce administrative burden while preserving accountability. SB 320 was reported favorably by roll call vote. The committee then adjourned.

Additional measures included SB 667 clarifying chiropractic education language, SB 1436 requiring hospitals to provide information after fetal death, SB 1317 allowing career teacher status to transfer to a new district with approval, SB 604 resolving motor vehicle statutory conflicts, SB 1325 protecting domestic abuse victims, SB 1496 updating OSBI authority, SB 2007 requiring PBMs to honor appealed reimbursement rates going forward, SB 1567 clarifying nursing language, SB 2112 cleaning up open pasture road law, SB 1980 creating gift card protections, SB 1735 aligning career tech oversight, SB 1558 clarifying child-care licensing rules for certain group homes, SB 1491 clarifying replacement presidential electors’ oath requirements, SB 1287 allowing the Abstractors Board to deny licenses to people not legally working in the U.S., and SB 1378 creating an Olympics in Oklahoma revolving fund. Most of these passed by wide margins, and several emergency clauses were adopted.
The chamber also rejected a motion to vacate the temporary presiding officer, and later voted to reject Senate amendments to HB 3403 and request further conference, while also requesting a second conference committee report on HB 1851. The session included multiple gallery introductions, including visitors, ag students, and a large page presentation. The House adjourned until Wednesday, April 29, 2026, at 10:30 a.m.

The bill ultimately failed 35-52, and notice was given of a possible motion to reconsider. Later, SB 1433, requiring agencies to publicly post guidance documents and note they lack the force of law, passed unanimously; SB 1257, updating THC-related language in controlled substances law, passed 68-13; and SB 1365, updating promotional fund language for state retail outlets, lodges, gift shops, and golf courses, failed 43-42, with notice of reconsideration also given. The House then moved to recess until 1:15 p.m.
