1) Confirm the development of the state departmental plans and procedures;
2) Review and assess current state departmental plans and procedures;
3) Review and assess whether state departmental plans and procedures are properly and timely implemented to safeguard public health and safety; and
4) To communicate and disseminate information obtained therefrom.

Summary:
The Senate Legislative Oversight Committee met in hybrid format, approved the minutes from its April 22 and May 13 meetings, and then heard two bills. HB 420 would modernize massage therapy licensure by allowing the Board of Massage and Bodywork to decide which coursework may be completed in a hybrid format and which must remain in person, while also removing outdated references to a license type the board no longer issues. The sponsor said the change would improve access for students who cannot easily travel or stop working, while preserving public protection through board rules.
Public testimony on HB 420 was entirely supportive. Robert Overmiller spoke in favor, and Mackenzie Francis of Alpha School of Massage also supported the bill, citing workforce growth in massage therapy and arguing that hybrid education would expand access, especially for students entering the field later in life. No committee questions or objections were raised.
The committee then discussed HB 378, which would continue the Council of Corrections’ partnership with the Criminal Justice Council and avoid the sunset of that arrangement in 2026. Members noted the bill stemmed from a prior Joint Legislative Oversight effort to provide the council with staff support and training. Robert Overmiller again testified in support, and there was no opposition or further public comment. The meeting concluded after discussion of the two bills, with no votes recorded in the transcript.

The committee first heard HB 2908, which would impose criminal penalties on faithless Arizona Article V convention delegates, require delegates to take an oath, and direct the legislature and governor to ratify any approved amendment through the normal legislative process. After a recess, the committee took up HB 2805, as amended, which creates a secure online portal for nomination petition signatures for local governing board candidates and related election administration changes. The sponsor said the bill was intended to give school board candidates and other local candidates equal access to the state’s electronic signature system, while members debated whether requiring candidates to declare party affiliation would undermine nonpartisan races. The Gillette amendment was adopted, and the committee then voted 5-2 to return HB 2805 as amended with a do pass recommendation.
Finally, the committee heard HB 2775, which would bar the state and its subdivisions from using state assets or money to implement or enforce rules, taxes, or policies of international organizations, and would add restrictions on Arizona public universities’ dealings with certain foreign entities. Members discussed a proposed amendment to create oversight of foreign funding at Arizona State University and the Board of Regents, but raised concerns about rulemaking authority and constitutional issues. The committee ultimately voted to hold HB 2775 for further work, and then adjourned.

The Senate Transportation Committee heard several bills, beginning with SB 1362 on advanced air mobility. SB 1370 was also reported favorably; it closes a loophole so drivers who never obtained a license can still face habitual traffic offender penalties after repeated offenses. Finally, the committee took up SB 1220, a broad FDOT transportation package. After amendment, it retained provisions on trails, SunTrail, seaports, airports, drone delivery, autonomous vehicle protections, and FDOT coordination on federal funding, while removing the digital driver’s license provision and the rapid rail compact language. The committee adopted the amendment and reported the bill favorably.
