Summary:
The House convened with prayer and the Pledge of Allegiance, then approved the House Journal for the prior day by a 123-0 roll call vote. Members then used personal privilege remarks to recognize National Police Week and honor fallen officers, and several members offered farewell tributes to departing colleagues and interns. The chamber also introduced a number of special guests, including the Hallsville FFA Barbecue Contest Team, Mizzou wheelchair basketball players, school groups, interns, and a visiting alderwoman and former representative.
The House received Senate messages and committee reports on several bills, then took up House Bill 1839, along with related bills 2921 and 3015, concerning online age verification for certain adult content and related matters. After a brief explanation that the Senate amendment was a technical fix, the House concurred in Senate Amendment 1 by 104-30 and then finally passed the combined bill package by 112-25. The chamber also adopted and then finally passed the conference committee report on House Bill 2596, which was described as a small-business health insurance measure that modernizes pooled plan language and includes a contraception coverage provision expanding private insurance coverage from a six-month to a 12-month supply; the report was adopted 120-26 and the bill was finally passed 119-27.
The most extended debate centered on Senate Bill 905, which would create the Missouri Ranger training program and allow school districts, if they choose, to place specially trained armed rangers on campus with narrow arrest powers. Supporters argued it would give districts a voluntary, locally controlled, and potentially low-cost option to improve school safety, especially where school resource officers are unavailable or response times are long. Opponents said schools already have other options, warned about liability, funding, training, and the lack of child-development or mental-health components, and argued that more armed personnel would make schools feel more like prisons and would not address the root causes of school violence. The transcript ends during continued questioning and debate on SB 905, before any final vote is shown.

Summary:
The Committee on Environment and Natural Resources heard and advanced several bills. SB 958, by Senator Bradley, would require local straw and stirrer ordinances to allow renewable, certified compostable, and marine-biodegradable products, with supporters arguing it creates standards and avoids patchwork local rules; it was reported favorably. SB 1066, by Senator Brodeur, proposed a phased restoration of the Ocklawaha/Rodman Dam area, including partial dam restoration, recreation and economic development planning, and a local advisory council; testimony was strongly divided between restoration supporters and local officials concerned about water supply, reservoir value, and community impacts. The committee adopted an amendment adding a Naval Air Station Jacksonville representative to the advisory council, then reported the bill favorably as amended.
The committee also approved CS/SB 698 by Senator Martin, which would let builders proceed with home construction after applying for septic permits rather than waiting for the permit to be issued first. Testimony from builders and industry representatives focused on permitting delays, contract pricing, and the need for a glide path if DEP rules change; some senators raised concerns about the 120-day transition period, but the bill passed favorably with a technical amendment. CS/SB 1230, by Senator Harrell, would phase out PFAS-containing firefighting foam for non-emergency use, require inventory and disposal reporting, create DEP rules and a registry of alternatives, and establish grant/cost-savings support for local agencies; it was reported favorably after an amendment clarifying DEP references and penalty language.
Finally, the committee approved CS/SB 1288, also by Senator Harrell, to designate a water body feature in the Jupiter Narrows area as the Andrew Red Harris Shoal in honor of a local environmental advocate who died rescuing a friend. The bill was amended to clarify the shoal identification and then reported favorably. At the end of the meeting, senators requested the record reflect additional affirmative votes on certain bills, and the committee adjourned.

Summary:
The Senate opened with roll call, an invocation, pledges, and a series of announcements and guest introductions tied to several recognition days, including Disability Rights Awareness Day, Elevate the Spectrum Day, Geothermal Rising Legislative Day, DWI Awareness Day, and Adult Education and Literacy Day. Senators also welcomed guests for New Mexico Down Syndrome Day and other constituent visits, and the chamber read certificates recognizing the Hurley family and the New Mexico Military Museum, as well as adult education and literacy programs across the state. Testimony and remarks highlighted the service of the Hurley family, the importance of adult education for workforce and civic participation, and the contributions of people with disabilities and their families. The Senate adopted multiple committee reports and received House messages on several bills and resolutions.
On third reading, the Senate passed Senate Bill 96, as amended, which streamlines child care licensing and reduces administrative barriers to opening or expanding child care homes and centers; an HOA-related floor amendment was adopted after discussion about local restrictions and neighborhood traffic concerns. The chamber then passed Senate Bill 14, as amended, which expands the state’s health professional loan repayment program with $25 million in funding split between physicians and allied health professionals/nurses, with questions focused on eligibility, prioritization, and whether the funding would be sufficient to address shortages. Senators also debated the bill’s support for part-time service and its role in helping New Mexico compete for medical workers.
The Senate next passed Senate Bill 104 unanimously, establishing a process for removing a wildlife commissioner that requires gubernatorial initiation, notice and a hearing, and direct review by the state Supreme Court; debate centered on due process, the removal standard of incompetence, neglect of duty, or malfeasance, and how the new process compares with prior law. Finally, the chamber took up Senate Bill 50, which would give the Law Enforcement Training Standards Council more flexibility to set training curricula for officers, especially in rural departments; sponsors said the bill preserves minimum training while allowing updates for current issues, but several senators raised concerns that the measure could weaken explicit statutory requirements for domestic violence and sexual assault training and asked how those topics would remain protected in the future curriculum.

Joint Hearing Assembly Military and Veterans Affairs and Senate Military and Veterans Affairs May 12th, 2025
Transcript Highlights:
- I want to welcome you to the Joint Informational Hearing of the Senate and Assembly Committee on Military
- These veterans live a branch of the military, every air of service, and every background.
- So we obviously, you know, we have a large military community...
- in the military where it doesn't matter what unit patch you got on your shoulder.
- We're the committee to handle military and veterans affairs with the Assembly and the Senate.
Summary:
The joint informational hearing focused on the role of County Veterans Service Officers (CVSOs), CalVet’s support for them, and the growing problem of for-profit, unaccredited claims companies. Committee leaders and witnesses emphasized that CVSOs are often the first point of contact for veterans and their families, helping with disability claims, education benefits, survivor benefits, housing, health care, and other wraparound services. Testimony highlighted the return on investment from CVSO work, with witnesses citing hundreds of millions in new federal benefits secured for California veterans and arguing that current state funding is too low relative to the workload and need.
County representatives from Nevada, Los Angeles, and San Luis Obispo described local models of service. Los Angeles County highlighted a “no wrong door” approach, peer navigators, suicide review work, justice-involved veteran services, and homelessness coordination, while San Luis Obispo described rural outreach, mental health partnerships, and high suicide rates in its county. Nevada County stressed that smaller counties can be disadvantaged by workload-based formulas and that additional funding would expand access, especially in rural areas. Several witnesses said veterans often need more than claims help and should be connected to mental health, employment, food, and family supports.
Much of the discussion centered on predatory claims consultants, which witnesses said charge veterans for services that accredited CVSOs provide free. Members and witnesses described cases involving requests for VA and banking logins, misleading advertising, and contracts that can take a percentage of veterans’ benefits. Committee members expressed support for legislation to curb these practices and for increased funding for CVSOs, including the Legislature’s intent to fund 50% of county veterans’ services operations. A CalVet deputy secretary also testified that California’s accreditation and training system improves claim quality and appeal outcomes, and that CalVet works with CVSOs through training, district offices, and appeals representation.

Summary:
The Senate opened with prayer, the Pledge of Allegiance, and several introductions and memorial remarks, including a moment of silence for service members killed in the conflict in Iran. The chamber then moved to special orders and took up a series of bills, with many measures passing unanimously after brief explanations and, in several cases, substitution of House companions. Early bills included CS/CS/SB 1062 on speech and debate education, which drew extensive supportive debate about the civic value of debate programs and passed 37-0, and SB 1072 on an anti-Semitism task force, which was amended to clarify that criticism of Israel is not prohibited and then passed 37-0.
The Senate also approved CS/CS/SB 1230/HB 1019 on PFAS chemicals and firefighting foam, with discussion focused on phasing out AFFF, testing requirements, exceptions for federal aviation and military uses, and support for firefighters and water quality; the bill passed 37-0. Other measures passed without opposition included SB 1706 on the My Safe Florida Condominium Pilot Program, SB 186 on student health and safety and seizure response training, SB 598 on funeral and cemetery services, SB 990/HB 883 on protected cell captive insurance companies, SB 554 on nonprofit corporations, SB 560 on child welfare and foster care medication procedures, SB 684/HB 961 on electronic signatures for salvage titles, and SB 778/HB 569 on forensic client services. Two bills, SB 432 on intoxicating substances and SB 928 on dangerous crimes, were temporarily postponed.
A major portion of the meeting was devoted to SB 1134 on official actions of local governments and DEI-related activities. The sponsor argued the bill would prevent counties and municipalities from funding or promoting DEI efforts he described as discriminatory or indoctrinating, while opponents offered amendments to narrow the bill to spending only, add an intent requirement for penalties, and preserve local proclamations and observances. Those amendments were debated at length but were not adopted. The sponsor then continued explaining the bill’s exceptions, including references to holidays, heritage sites, and the Pulse Memorial, and the chamber was still in debate on the underlying measure when the transcript ended.

Summary:
The Senate convened on March 9, 2025, approved the previous day’s journal, suspended Rule 46 to allow committees to meet during floor sessions, and referred committee and gubernatorial reports as designated. It also received several new bills and appointments, including Senate Bill 6359, and later suspended Rule 20 to allow additional floor resolutions. The chamber then moved through a series of gubernatorial confirmations, with broad support for Megan Matthews as Director of the Washington State Office of Equity and for several college board trustees, including Robert A. Zupon (Renton Technical College), Denise E. Gideon (Clark College), Adria Buchanan (Clover Park Technical College), Michelle R. Smith (Columbia Basin College), and Edison A. Valerio (Columbia Basin College). Each confirmation passed by majority roll call vote, with some members excused.
The Senate then considered Engrossed Substitute House Bill 2711, a transportation revenue and policy measure. Members rejected the Transportation Committee’s original striking amendment and adopted a narrower striking amendment that, among other changes, repealed the luxury aircraft tax and replaced it with higher aircraft fuel taxes, registration fees, and an annual excise tax, while also making technical corrections and creating a sustainable aircraft fuel account. Supporters said the bill reflected a bipartisan agreement, improved transportation funding, and supported aviation sustainability; opponents argued it would disproportionately burden small aircraft owners and general aviation. The bill passed the Senate on a 33-15 vote.
The final major action was adoption of Senate Resolution 8703 honoring Senator Steve Conway for his 34 years of legislative service. The resolution highlighted his long career in the House and Senate, his leadership on labor, pensions, veterans, and local projects, and his reputation for institutional knowledge and mentorship. Numerous senators from both parties offered personal remarks praising his integrity, advocacy for working families, and support for colleagues. The resolution was adopted by voice vote, and Senator Conway, joined by family and friends in the gallery, offered brief remarks thanking the Senate, his staff, family, and constituents before the chamber recessed for lunch and caucus.
