CS/CS/SB 1014, dealing with municipal utility service to properties outside city limits, was amended to limit it to residential development and clarify capacity standards, then passed favorably. CS/SB 1102 expanded the local infrastructure surtax to include body camera programs and was reported favorably after an amendment requiring voter approval. Finally, CS/SB 1724 and SB 1566, both on local government utility and budget transparency, were amended and reported favorably despite concerns from cities and counties about implementation costs and burdens.

Most of these measures passed, though HB 1231, which would have created a study on early discontinuation of sex offender registration, failed on final passage.
A major point of debate was Senate Bill 2354, which would restrict student use of personal electronic devices during the school day in public and nonpublic schools, with exceptions for medical and special education needs and annual reporting on impacts. Supporters argued it would improve focus, behavior, and mental health, while opponents raised concerns about private-school regulation, logistics, liability, and duplication with a similar bill. The House passed SB 2354, and also passed SB 2112, which temporarily authorizes the Life Skills and Transition Center to serve certain non-eligible youth in crisis, despite objections that the facility should remain focused on developmental disabilities and concerns about repeating past institutional problems. The House also debated and rejected HB 1300 on legislative term limits after extensive discussion about whether the Senate’s date change altered the effect of the voter-approved measure. The session ended with announcements, committee notices, and adjournment until April 8, 2025.

Several other measures were heard and advanced, including SB 1196 on faster utility hookups for small energization projects such as ADUs and EV chargers, SB 931 reauthorizing the Diablo Canyon Essential Services Mitigation Fund through 2028, SB 1158 reducing the frequency of joint reliability assessments from quarterly to twice yearly, and SB 1245 directing further study of California’s gasoline market and potential use of non-CARBOB fuel during supply disruptions. SB 1196 and SB 931 both passed with broad support and no opposition after amendments, SB 1158 passed without testimony, and SB 1245 drew strong support from consumer and environmental advocates but opposition from fuel industry and business groups concerned about costs, confidentiality, and fuel standards.

County operations questions also covered summer EBT, SNAP employment and training, the farmers’ market program, and the expected impact of a federal SNAP administrative match change, which DHS estimated would increase state costs by about $24 million annually, with roughly $18 million affecting the current year because the change begins October 1. Executive recommendations were again adopted.
Finally, the committee heard from the Division of Developmental Disability Services and the Division of Medical Services. DDS testimony covered vacancies, staffing shortages, human development center construction and repairs, the reopening of the Boonville work training program, and funding for infant infirmary and child/family life programs. Medical Services testimony covered the Medicaid program, the current FMAP rate, the Our Kids B CHIP program, Medicaid payments to schools, nursing home distress funding, and large appropriation lines used to provide flexibility for claims and potential facility closures. Members asked for more detail on school Medicaid payments, reserve balances, and why some appropriations were much larger than actual spending. In each division, the committee moved and adopted Executive REC after questions concluded.

The Student Academic Success Subcommittee met to discuss Florida’s current “sports choice” rules and high school NIL policy, then heard and passed HB 151. FHSAA officials and Sarasota County Schools staff explained eligibility rules for student-athletes, including GPA, age, semester limits, physicals, insurance, and the different participation options for traditional public, charter, home education, Florida Virtual, and private school students. Members focused on how controlled open enrollment works, whether private school students can play at public schools and vice versa, transfer timing and capacity limits, recruiting restrictions, and the role of local district policies. Sarasota officials said about 400 students in their county participate through non-traditional athletic arrangements, and FHSAA said statewide there are 5,460 non-traditional student-athlete forms on file out of roughly 280,000 student-athletes.
The committee then reviewed Florida’s high school NIL framework. FHSAA said students in grades 9-12 may enter NIL deals, with no income cap, but they are barred from agreements involving adult entertainment, alcohol, tobacco/vaping, cannabis, controlled substances, gambling, weapons, political or social activism, and NIL collectives. Students must have a written contract and cannot use school logos or uniforms without permission. FHSAA said about 25 students statewide had NIL deals so far, and Sarasota was first to file. Members raised concerns about recruiting, taxes, financial literacy, mental health, and whether students should be treated as employees, while district staff said they provide education and financial literacy resources but do not review contracts.
After the discussion, the committee took up HB 151 by Rep. Abbott. The bill allows students at FHSAA-member private schools to participate in sports at another member school when their own school does not offer that sport, and it removes the current 200-student enrollment limit. An amendment clarifying the private-school language was adopted without objection. A public witness from a small private school supported the bill, saying it would let the school join FHSAA without losing local athletic access for its students. Despite some members raising fairness and funding concerns, the bill passed on a 15-0 vote and was reported favorably.
