Administrative Rules REVISED: Link Added May 5th, 2026

Administrative Rules

Bills: HJR1101
Summary: The committee met briefly to consider one item, H.J.R. 1101, a rule related to the Oklahoma Medical Marijuana Authority that had been left out of the Business and Commerce process because it was initially thought to be a major rule. The presenter explained that it was later determined not to be a major rule, but still needed committee action for the rule to take effect. After a motion, second, and no debate, the committee voted unanimously 9-0 to adopt it. After the vote, the chair told members that several additional Senate joint resolutions were still pending and were expected to arrive later that day, with action anticipated the next day or Thursday. He said he would try to keep the process within normal procedure rather than using a rule suspension, and would notify members when the items were ready. The chair also addressed a prior exchange involving the Long-Range Capital Planning Commission, saying he had met with the commission, apologized for using them as an example of agency frustration, and that they had since withdrawn their rules and would work on emergency rules to address the issue. With no further questions, the meeting adjourned.

Summary: The Senate convened with prayer, the Pledge of Allegiance, and several introductions, then moved into a series of special-order bills and House messages. Early floor action included passage of a claim bill for Mandy Penny Lemon (HB 6503) and bills on sewer collection systems (HB 1123) and farm products (HB 211), all passing unanimously. The chamber also took up an ad valorem tax exemption resolution for agricultural tangible personal property (CS/HJR 1215), which passed 37-0. Several other measures were temporarily postponed before the Senate recessed and later returned to House messages and additional special orders. The Senate then addressed multiple House amendments and conference-style motions. It concurred in amended versions of SB 994 on driver safety, SB 180 on emergency preparedness and response, and HB 1609 on waste incineration/auxiliary containers after extended debate over hurricane recovery rules, local government restrictions, and plastic container preemption. The chamber also concurred in CS/HB 1205 on citizen initiative petitions, increasing the number of petitions a volunteer may carry from 2 to 25, and in CS/HB 733 on Brownfields. Other House amendments were rejected or sent back, including SB 234 on offenses against law enforcement, SB 116 on veterans policy, SB 168 on mental health, and HB 1101 on out-of-network provider referrals. Later, the Senate approved CS/HB 1255 on education and CS/HB 875 on educator preparation, with discussion focused on school readiness, teacher training, and changes to certification and testing requirements. It also concurred in CS/HB 1427, a broad health care bill, after the House added a major nursing education amendment that tightened Board of Nursing oversight, required standardized evaluation and remediation, and imposed accountability measures tied to NCLEX pass rates and program performance. Several members raised concerns or praised negotiated compromises throughout the day, but the recorded actions were mainly concurrence motions, refusals to concur, and final passage votes on the bills considered.

Bills: HB2592
Summary: The Judiciary Committee met on several decision-making agendas and first considered HB 1696, which would lower the minimum age for commercial driving in-state from 19 to 18 and adjust qualifying criteria. The committee agreed to accept amendments, including changes suggested by the Operating Engineers Union, and voted unanimously to pass the bill with amendments. HB 2333, which would authorize airport special districts and increase penalties for certain aeronautics violations, was deferred after concerns were raised about treatment of people outside airport security perimeters. On the next agenda, the committee passed HB 1710 with technical amendments only. That bill would allow the State Historic Preservation Division to conduct phase reviews of certain private-property projects and revise concurrence deadlines. HB 1737, clarifying allowable agricultural district uses related to farm dwellings and farm employee housing, also passed with technical amendments only. HB 1823, dealing with coastal zone management and excluding certain state- or county-funded infrastructure projects in Lahaina from the definition of development, passed with amendments from the Attorney General’s office. The committee then took up HB 1897, an alternative dispute resolution measure for condominium-related disputes, including facilitated mediation, evaluative mediation, and binding arbitration. Despite noting broad opposition and a reservation from Senator Buenaventura, the committee adopted the measure and moved it forward as is. Finally, HB 2576, which streamlines background check requirements for health care facilities and workers, passed with amendments reflecting input from OHA, HAH, and DOH. The meeting concluded with notice of a later joint agenda and adjournment.

Education

Summary: The Senate Education Committee considered three bills. SB 1210 would create a separate out-of-state registration process for private post-secondary institutions domiciled outside Arizona that enroll Arizona residents in fully online programs, require certain disclosures and financial protections, and extend student tuition recovery fund protections to those students. Testimony from the Arizona Private School Association supported the bill as closing a regulatory loophole and protecting Arizona students; the committee moved it forward with a due pass recommendation by a 7-0 vote. SB 1370 would allow principals, during the first quarter of the school year, to let eligible patriotic youth groups address students and distribute materials, and would prohibit public schools from discriminating against such groups based on membership criteria or oath requirements. The sponsor’s representative said the bill would allow, not require, access and would expand a list of youth groups that has not been updated since 1978. The committee approved the bill with a due pass recommendation by a 7-0 vote. SB 1422 would continue the Credit Enhancement Eligibility Board until July 1, 2036, with termination tied to the retirement of outstanding obligations, and SB 1423 would continue the Western Interstate Commission for Higher Education until July 1, 2036. Both bills were described as continuations of existing programs; WICHE’s president testified in support of SB 1423 and noted the state’s long partnership with the organization. The committee passed both bills with due pass recommendations, each by 7-0 votes, and then adjourned.

Summary: The Assembly Business and Professions Committee heard several bills, including SB 788 by Senator Niello, which clarified that CPAs and CPA firms, including employees and out-of-state CPAs authorized to practice in California, are regulated by the California Board of Accountancy rather than subject to Tax Preparation Act registration requirements. Supporters said the bill would reduce duplicative regulation and confusion; there was no opposition, and the bill passed to Appropriations. The committee also heard SB 351 by Senator Cabaldon, aimed at strengthening enforcement of California’s corporate practice of medicine rules as they relate to private equity and hedge fund involvement in medical and dental practices. The author and physician supporters argued that private equity can interfere with clinical decisions and patient care, while opposition from the American Investment Council said the bill could sweep in legitimate business practices and requested a narrow amendment. The bill passed to Judiciary. SB 312 by Senator Umberg was heard next and would require health certificates for imported dogs sold in California to be submitted to CDFA and made publicly available, with supporters describing it as a transparency and consumer protection measure to combat puppy mills and misleading online sales. There was no opposition, and the bill passed to Agriculture. The committee also approved a consent calendar containing SB 291, SB 387, SB 517, SB 602, and SB 773, all moving to their respective committees. The meeting ended after additional roll calls and adjournment.
