Members questioned the E-Verify provisions, including the fine structure, treatment of workers incorrectly flagged, and whether the bill could affect gig workers or retroactive cases. Senator Smith opposed the bill during debate, arguing it created unequal treatment for employers and immigrant workers, while Senator Wright supported the military-related provisions. SB 998 was reported favorably.
SB 214 would expand the rural economic development initiative to include special districts in rural counties and was reported favorably. SB 482, the Artificial Intelligence Bill of Rights, generated the most extensive discussion; it would create consumer protections for companion chatbots, require parental consent and access for minors, mandate disclosures and de-identification rules, restrict unauthorized use of name, image, and likeness, and give enforcement authority to the Attorney General. House Bill 2559 drew floor criticism from Representative Conklin over the state land conveyance process, though it still passed 154-48. Before adjournment, the House recommitted several bills to Appropriations, removed additional Senate bills from the table calendar, and adjourned until June 30, 2026, at 11 a.m.

The Senate also passed SB 428, expanding the state swimming lesson voucher program from ages 0-4 to ages 1-7 and adding drowning-prevention education for new parents through a merged amendment with related language; senators from both parties spoke in support, emphasizing child safety and autism-related drowning risks. Additional bills passed included SB 540 on Office of Financial Regulation cybersecurity and oversight changes, SB 1440 on related public-records and cybersecurity exemptions, and SB 1594 to protect veterans’ benefits received on behalf of foster children by directing those funds toward post-secondary education or aftercare rather than agency reimbursement. Final votes were largely 36-0 or 37-0, with SB 1440 passing 35-1.
At the end of the session, the Rules Chair moved to waive rules so all bills passed that day would be immediately certified to the House and all temporarily postponed bills would remain on the special order calendar. The Senate then adjourned until the next morning for committee meetings and other business.

Supporters argued that Article 5 provides a lawful way to address federal overreach, debt, and congressional stagnation, and said the process would be limited by state applications and ratification by 38 states. Some committee members and witnesses raised concerns about a runaway convention, broad language in the resolution, and whether Congress could or should set rules for such a convention. Representative Gentile also testified in support of several related resolutions on overturning Citizens United, D.C. statehood, and the child labor amendment, while Representative Howard and Representative Tongue supported a Cambodia resolution condemning political oppression and urging free and fair elections. No votes or final actions were taken during the hearing.
