Summary:
The Senate convened with a quorum, heard an invocation, and adopted the previous day’s journal. Members then adopted Senate Resolution 358 honoring the University of Texas Rio Grande Valley on its 10th anniversary, with remarks highlighting UTRGV’s growth, degree production, research expansion, medical school, and role in serving the Rio Grande Valley and South Texas. The chamber also recognized the doctor of the day and adopted additional resolutions, including one for Denton County Days at the Capitol and another recognizing Texas HBCU Day.
The Senate gave extensive recognition to outgoing Texas A&M University System Chancellor John Sharp through Senate Resolution 368. Senators from both parties praised his long public career, leadership of the A&M System, support for regional universities, and bipartisan approach. The resolution was adopted after multiple members added their names. The chamber also heard from advocates with the Texas Streets Coalition, and received gubernatorial nominations for the State Board of Examiners of Professional Counselors and the Texas Commission on Fire Protection.
On legislation, the Senate passed several major bills. Committee Substitute Senate Bill 27, relating to rights and support for public school educators, was debated and amended to address teacher vacancies, bilingual certification testing, paid leave options, classroom removals, and appeal rights, then passed unanimously. Senate Joint Resolution 12, proposing a constitutional amendment on parents’ right to direct a child’s education, advanced on a 22-9 vote. Committee Substitute Senate Bill 1741, aimed at preventing foreign influence and intellectual property theft at public institutions of higher education, passed unanimously. Committee Substitute Senate Bill 29, the business entities bill, also passed after debate over corporate governance and shareholder protections. Senate Bill 857, authorizing law enforcement to tow certain vehicles driven by unlicensed or uninsured drivers, passed despite some concern about towing abuses during disasters. The Senate also took up Committee Substitute Senate Bill 1536 on dementia and Alzheimer’s training for certain guardians, but the transcript ends as that bill is being laid out.

Summary:
The House met on sine die and began with prayer, pledges, quorum verification, and a series of announcements and recognitions. The chamber received Senate messages reporting adoption of conference committee reports on SB 268 and SB 2972, and Senate concurrence in House amendments to SB 1637. Members also referred several resolutions and announced the signing of numerous House and Senate measures by the presence of the House. Technical correction resolutions were adopted: HCR 171, authorizing corrections to HB 46, passed 138-0, and SCR 55, making a wording correction in SB 1964, passed 126-12.
A large portion of the meeting was devoted to memorials and recognitions. The House honored Pastor Dave Welch, with several members offering condolences and reflections on his work organizing pastors and engaging in civic life, followed by a moment of silence. Members also recognized the Ganado High School Maidens for winning the 2025 UIL 2A Division I softball state championship, Waco police K-9 Andor after being shot in the line of duty, Region 7 DPS for Capitol Complex security, and various restaurants, staff members, interns, caucus staff, and caucus freshmen of the year across Republican, Democratic, Black, Progressive, LGBTQ, IT, Energy and Climate, and Mexican American Legislative Caucuses.
The chamber also heard a retirement-style address from Rep. Tony Tinderholt, who reflected on his six sessions in the House, his military service, and his decision to step aside to focus on family, while colleagues from both parties praised his service, discipline, and willingness to work across differences. The House then continued with additional staff and caucus recognitions, including committee staff, district office staff, and interns, with members repeatedly thanking their teams for their work during the session.

Summary:
The House Municipal, Parochial, and Cultural Affairs Committee met and advanced a series of local bills, mostly by unanimous voice vote after brief questions. SB 430 by Sen. Jenkins renewed the Shreveport-Bossier Convention and Tourist Bureau’s 1.5% hotel occupancy tax for 12-year periods by voter approval, with discussion about continued planning and coordination among tourism entities. SB 286 by Sen. Duplessis updated the New Orleans Downtown Development District statute by clarifying its status as a political subdivision, streamlining tax collection, removing staggered board terms, and clarifying bond renewal voting boundaries.
The committee also favorably reported SB 198 by Sen. Mizell, requiring government projects in historic districts to follow local historic district rules for new construction; SB 172 by Sen. Luneau, expanding a planning-commission waiver process for certain property divisions to municipalities below 150,000 population; and SB 439 by Sen. Gerald Boudreaux, adding pre-screening for esophageal/Barrett’s cancer for firefighters and fire service employees. Testimony on the firefighter bill emphasized the health risks from carcinogen exposure and the value of early detection, and members expressed strong support.
Additional bills advanced included SB 458 by Sen. McMath, creating a mechanism for local ethics-entity tax revenues in St. Tammany Parish to be transferred to the district attorney’s office if an inspector general office is created; SB 447 by Sen. Bass, changing Bossier City Police Department promotions from competitive to promotional seniority; SB 281 by Sen. Barrow, expanding the Baker Economic Development District boundaries to include additional commercial areas; SB 385 by Sen. Harris, changing appointments to the City Park Improvement Association board and allowing City Park to opt out of certain ORM insurance coverage; HR 84 by Rep. Walters, urging Shreveport to create an interest-free loan program for TSA workers during federal shutdowns; and SB 417 by Sen. Allain, adding two members to the St. Mary Parish drainage district board. All of these measures were reported favorably, with one member recusing himself from the City Park bill due to board membership. The committee then recessed briefly, noting several remaining bills would be deferred if sponsors did not arrive soon.
