DHS said it was already working on a pilot and stood on its testimony; the County of Hawaii, the Correctional System Oversight Commission, the ACLU of Hawaii, and the Hawaii Public Health Institute supported the measure, arguing it would improve reentry outcomes and would not cost the state additional money. No votes or final committee actions were taken on any of the bills during this meeting.
