Finally, House Joint Resolution 1086 was approved, which ratifies rules from the Board of Tests for Alcohol and Drug Influence, the Attorney General, the Department of Public Safety, the State Fire Marshal Commission, and the State Board of Licensed Social Workers. Senator Bergstrom said committee concerns had already been addressed in prior hearings, and the resolution passed 7-0. The chair then announced a meeting for the following Wednesday at 11:30, urged members to continue reviewing rules and raising concerns promptly, and adjourned the meeting.

Summary: The Transportation Committee took up several measures and adopted amendments on multiple bills. SB 1274, as amended, removed a number of provisions from the original bill and added items including local authority to lower residential street speed limits, clarification on obscured license plates, FDOT funding for certain rural airport aviation projects, limits on yellow-light timing changes tied to red-light cameras, changes to private use of license plate readers, and other transportation-related revisions. After brief questions and supportive testimony, the committee reported the bill favorably. The committee also approved SB 1310, which was converted into a study bill directing FDOT to study advanced detection and monitoring systems at public railroad crossings and report findings and policy options to the governor and legislature. Railroad industry testimony supported the study but raised concerns about interoperability with train safety systems and suggested the study consider additional safety tools such as red-light cameras and wayside horns. The committee adopted the amendment and reported the bill favorably. SB 828, as amended, would extend sovereign immunity protections to private contractors providing public transit services on behalf of governments, with supporters saying it would reduce costs and provide certainty for transit providers, while opponents warned it was an overbroad expansion of sovereign immunity and could conflict with railroad employee protections under federal law. The committee reported that bill favorably as well. The committee then passed SB 1378, which strengthens traffic enforcement by clarifying when vehicles may be treated as abandoned, adding penalties for unlawfully attached plates or stickers, and allowing forfeiture of vehicles used to flee law enforcement even without an immediate arrest. It also approved SB 1562, which aims to prevent manufacturers from concentrating sales of certain vehicle brands through a single dealer group and instead promote competition among independent dealers. In addition, the committee unanimously confirmed a slate of appointees, and members later recorded additional affirmative votes on several bills before adjourning.

Summary: The committee heard a series of capital, bond, environmental, economic development, juvenile justice, and health care bills. House Bill 184, making technical fixes to the Conservation Legacy Permanent Fund and related distribution rules, passed with little debate. The committee also heard Senate Bill 172, which expands the TRIGGER program allowing companies to access national laboratory expertise; supporters from the labs, the governor’s office, universities, and business groups cited job creation, follow-on investment, and commercialization gains, while one senator raised concerns about the long extension of the program. The bill passed do pass. House Bill 95, creating a judge for the First and Second Judicial Districts, was described as matching a previously heard Senate bill and passed do pass. Senate Bill 165, a major juvenile justice bill, generated the most extensive debate: the sponsor said it updates the juvenile code, raises the age for certain serious offenses, extends services for youth sentenced as adults, and expands community corrections; law enforcement supported it, while the Public Defender, youth advocates, the ACLU, and a Bernalillo County commissioner opposed it, arguing it expands adult sentencing and relies too heavily on incarceration. Despite those objections, the committee voted do pass. Finally, House Bill 4, which increases the Health Care Affordability Fund distribution to support premium assistance and related coverage programs, was amended so that a portion of the premium surtax would go to the Behavioral Health Program Fund and any unexpended balance would revert to the affordability fund. Supporters from BeWell, health advocacy groups, the insurance office, and homeless services said the bill would protect coverage gains and help offset federal changes; members asked about the amendment’s effect on the behavioral health fund and the bill’s flexibility if revenues decline. The amendment was adopted, and discussion on the bill continued.
