Summary: The House convened with a quorum, opened with prayer and pledges, and spent much of the session on memorials and recognitions. Members honored former Senator Clint Hardin with a certificate and extended condolences, with several representatives sharing personal remembrances of his work on autism coverage, second chances for formerly incarcerated people, rural issues, and bipartisan dealmaking. The chamber also recognized Council of Governments Day, 4-H Day, NMSU Day, scouting groups, and several student and community guests, including youth from 4-H, NMSU CAMP, folklórico, and the La Cueva boys soccer team. The House received messages from the governor and Senate, including authorization for House Bill 320, the Industrial Carbon Reduction Act, and Senate passage of several bills. Committee reports were adopted on a long list of measures, including House Bills 145, 158, 180, 49, 164, 256, 287, 60, 120, 166, 306, 124, 314, 185, 253, 195, 259, 295, 296, 338, and others, along with several joint resolutions and memorials. The chamber also ordered certain bills germane and referred them to committees, and enrolled and engrossed multiple memorials. On third reading, House Bill 43, a PERA cleanup bill, passed 65-0. The House Judiciary Committee substitute for House Bill 70, updating the Public Regulation Commission and hearing officer structure, passed 66-0 after brief debate. House Bill 247, which modernizes capital outlay procedures and limits reauthorizations, was then taken up; the sponsor explained it would send unspent general fund capital outlay money to a Capital Development and Reserve Fund and tribal project balances to the tribal infrastructure fund. An amendment was offered to redirect the reserve fund money to the state road fund, and debate began, with members discussing road conditions and the purpose of the reserve fund.

Bills: S7010
Summary: The Senate Committee on Appropriations met to take up SB 7010 by Senator Mayfield, which would authorize Roth post-tax contribution options in state and local deferred compensation plans. The bill was briefly explained, received one appearance in support, had no debate, and was reported favorably by roll call vote. The committee then heard a lengthy presentation from the Governor’s Office of Policy and Budget on the governor’s recommended $117.4 billion “Floridians’ First Budget.” The presentation highlighted major spending areas including education, health care, public safety, transportation, environmental restoration, and economic development. Key proposals included increased FEFP funding for K-12 schools, teacher salary funding, higher education support, Everglades and water quality funding, emergency preparedness reserves, corrections staffing and pay increases, law enforcement recruitment bonuses, cybersecurity, and affordable housing and infrastructure investments. Members asked extensive questions about property tax reserve planning, litigation funding, emergency response fund balances and expenditures, the use of federal reimbursement for the Everglades detention facilities, the animal abuse hotline, Hope Florida, corrections staffing, and the proposed reduction in ADAP eligibility for HIV/AIDS medication assistance. A member of the public also testified at length about concerns that the ADAP changes would harm access to life-saving medications and alleged improper shifting of program funds. Committee members and the presenter acknowledged follow-up questions on several items, but no additional votes or formal actions were taken beyond the favorable report on SB 7010 and adjournment.

Summary: The House convened for a special American Indian Day celebration, with prayers, flag citations, a Navajo national anthem, and many members introducing tribal leaders, students, veterans, and community guests. Speakers emphasized Native sovereignty, government-to-government relations, cultural preservation, education, and the importance of representation in state government. The Speaker announced plans for a future tribal summit to discuss funding, capital, and policy priorities with tribes and nations. After the celebration, the House received executive messages, including gubernatorial authorization for new bills and notice that House Bill 9 had been signed into law. Committee reports were adopted on several measures, including House Bills 128, 285, 20, 52, 57, 58, 206, 109, 38, 66, 178, 198, 202, 224, 257, 103, and 247, with several health-related bills advanced via committee substitutes and referred onward. The House also adopted House Memorial 32 and enrolled House Bill 50 with a certificate of correction. On the floor, House Joint Resolution 1, as amended, passed 67-0. The resolution would create nominating committees for certain constitutionally named institutions, require no single party majority on those committees, and shift the student regent appointment to an elected student government body; members discussed the one-year party-registration requirement and the timing of implementing legislation. House Bill 8, which creates and funds the Major Capital Projects Fund for higher education projects, was then debated at length over its graduation-rate criteria and waiver provisions, and an amendment was offered to require Higher Education Department waiver findings to be reported to and approved by the State Board of Finance for added oversight.

Summary: The meeting primarily addressed concerns regarding the impact of the Chinese Communist Party (CCP) on American investments and the financial security of retirees. The chair discussed legislation aimed at ensuring the protection of American investors against the risks posed by Chinese companies. There was a consensus among the members regarding the necessity to enforce existing policies that require compliance from foreign companies wishing to trade on American exchanges. The discussion included testimony from various stakeholders highlighting the urgent need to limit exposure to the CCP in retirement portfolios. Additionally, there were calls for increased accountability of regulatory bodies such as the SEC to better shield American investors from potential loss.
