Committee members raised concerns about local control, public health, and the bill’s wording, while the sponsor clarified that the bill would preempt state and local standards on the sale of tobacco products where the state has already acted, but would not require every locality to adopt a 21-year-old purchase age. An informational witness from MOST Policy Initiative described health risks associated with vaping, flavored products, and youth nicotine use.
