Summary:
The Appropriations Committee on Pre-K through 12 Education met with a quorum present and took up three bills. SB 1618, by Senator Calatayud, was presented as a broad education package affecting VPK through grade 12. It included changes to VPK enrollment flexibility, repeal of the Council for Early Grade Success, agriculture and financial literacy curriculum updates, reading intervention requirements, limits on certain public-school spending, corporal punishment consent, educator certification and screening provisions, and changes to the school recognition program. The committee then considered CS for SB 1058, which would update Florida references from the Gulf of Mexico to the Gulf of America in state, district, and charter school materials beginning after July 1, 2025, without requiring existing materials to be changed. The bill was presented by Senator Calatayud on behalf of Senator Gruters and was reported favorably without amendment or opposition.
Next, the committee heard CS for SB 1470 on school safety, which would align school security guard training with guardian program requirements, refine locked campus and classroom rules, and improve panic alert and digital map coordination. Several amendments were adopted, including a late-filed amendment capping guardian training fees, creating a stakeholder work group for a Florida Institute of School Safety, adjusting locked-zone requirements and exceptions, requiring substitute teachers to receive safety protocol training, and a funding amendment providing $450,000 in recurring funds for a centralized panic alert and digital map system. Support was voiced by school district, sheriff, and safety representatives, and Senator Osgood praised the recurring funding as avoiding an unfunded mandate. The committee also passed SB 1472, linked to SB 1470, extending a public records exemption to school security guards’ records held by FDLE, with the exemption set to sunset in 2030 unless renewed. President Gaetz questioned the need for the exemption, and Senator Burgess responded that it was intended to protect school safety personnel from exposure of personal information after an incident. All three bills were reported favorably, and the committee adjourned.

HB 1309, which shortens deadlines for patients to access their medical records and aligns nursing home access rules with federal law, drew opposition from health information management groups over privacy and portal/data-security concerns, but supporters argued it simply speeds access to records; it passed 21-5. CS/HB 915 codifies and expands Medicaid eligibility protections for working people with disabilities so they can keep coverage while employed, with strong support from disability advocates and emotional testimony from the sponsor about her son’s benefits concerns; it passed 26-0. After these votes, the committee adjourned.

Summary:
The Education Administration Subcommittee heard and advanced six bills. The first, PCS/HB 1073 by Rep. Koster, would give individual school board members timely, free access to district documents and budget information, require agendas and supporting materials to be kept as public records, and prohibit school districts from requiring or incentivizing nondisclosure agreements. Testimony from a Volusia County school board member and a former educator described difficulty obtaining records and concerns about NDAs; some members raised chain-of-command concerns, while others argued the bill was needed for transparency. The bill passed 15-3.
The committee then approved HB 4049, a local bill for Jacksonville/Duval County that changes how the Duval County School Board’s attorney is selected, and OGSR/HB 7021, which extends and clarifies the public-records exemption for education examination and assessment instruments through 2031. HB 4049 passed 17-1 after debate over whether the board should use the city’s general counsel process; HB 7021 passed unanimously with no debate.
Members also approved CS/HB 753 on school counselors, which removes certain certification barriers while keeping degree and counseling requirements in place and allows districts to choose whether to require the removed certificates. Supporters said the bill could help address counselor shortages and free counselors to focus on students; it passed 18-0. Finally, HB 157 created a School Teacher Training and Mentoring Program for D- and F-rated schools, using high-performing current or retired teachers as mentors with stipends funded from an existing allocation. Members discussed mentor limits, funding, and oversight, but the bill passed unanimously, 18-0. The meeting adjourned after committee members recognized visiting officials and students.
