The Assembly convened after initially lacking a quorum, then completed the prayer, Pledge of Allegiance, journal motions, and a long series of procedural actions, including suspending rules to move bills and approve a large Appropriations Committee hearing list. Members also made several guest introductions, including Shannon Lee, district staff from Assemblymember Jeff Gonzalez’s office, and later guests tied to agritourism and education recognitions.
The floor debate centered heavily on AJR 31, a resolution urging Congress to restore and strengthen the Voting Rights Act of 1965. Supporters argued that recent Supreme Court decisions and redistricting efforts in other states were weakening Black and other minority representation and that California should take a clear stand for voting rights. Opponents argued the measure promoted racial division, conflicted with equal protection principles, and that districts should be drawn based on place or communities of interest rather than race. After a contentious debate with repeated parliamentary warnings over decorum, the Assembly suspended the rules to take up the resolution, added coauthors, and passed AJR 31 by a vote of 58-8.
The Assembly then moved through a series of bills and resolutions, generally approving them with little or no opposition. These included AB 2341 clarifying emergency language translation rules for local agencies; AB 1816 extending court supervision for certain sex-offender rehabilitation programs; AB 2561 protecting consumer privacy settings on phones and digital devices; ACR 167 recognizing World Agritourism Day; ACR 190 recognizing California Day of the Teacher; AB 1581 improving identification of Native American students in public schools; AB 1586 requiring opioid overdose prevention training for school resource officers and safety planning; AB 1665 requiring mental health training for school coaches; AB 1693 streamlining retail tenant-improvement permitting; AB 1768 authorizing a local tax measure related to health funding; AB 1712 facilitating a water-system sale for Santa Fe Springs; AB 1792 addressing sexually exploitive AI imagery in health education; and AB 1822 prioritizing school projects that address extreme heat. Most measures passed overwhelmingly, several unanimously, and the resolution on agritourism and the teacher day were adopted by voice vote.

Debate centered on the policy tradeoffs in several of the more controversial bills. Senators raised concerns about forum shopping and judicial bias in the protective-order bill, the fairness and practical effects of the future-damages bill on injured plaintiffs and insurers, the impact of the custody presumption bill on domestic violence cases and guardian ad litem practice, and the risks of foreign land ownership. Supporters generally framed the bills as responses to constituent concerns, efforts to improve fairness or transparency, or ways to modernize outdated statutes and procedures. Opponents or skeptics focused on unintended consequences, possible burdens on victims, and whether existing law already addressed the problems being raised.
The committee also heard that SB 1381 would likely return as a pilot program in one county because of fiscal concerns, and SB 1386 was discussed as a limited courtroom-recording pilot rather than a full statewide rollout. SB 1582 passed after discussion of the meaning of “bona fide resident” and whether certain noncitizens could buy land. SB 1708 drew especially detailed debate over whether the law should begin with a presumption of equal parenting time or leave custody decisions entirely to the judge’s best-interest analysis. Most measures advanced on bipartisan roll-call votes, with some dissent on SB 1926, SB 2166, SB 1386, and SB 1708.

The committee also discussed S.9790 (audio-visual coverage of judicial proceedings), with supporters saying cameras would increase transparency and public trust while preserving safeguards for sensitive proceedings; it was reported to the floor. The Human Services Committee met on policy cutoff day and first completed executive action on several bills. Members advanced Senate Bill 6224 on the Children and Youth Behavioral Health Leadership Council to Ways and Means, Senate Bill 6255 on the poverty task force/council changes to Rules, Senate Bill 5977 on DCYF near-fatality reports to Rules, Senate Bill 5979 on in-home dependency procedures to Rules, Senate Bill 6249 on DOC supervision of stalking convictions to Rules, and Senate Bill 6007 on WISIP’s evaluation of child welfare screening tools to Ways and Means. The committee also confirmed gubernatorial appointee Angela Ramirez. Several proposed amendments were debated, mostly offered by Senator Christian, but most failed; one technical amendment to SB 6184 was adopted, and an amendment to SB 6007 removing the risk-assessment portion of the study was adopted before the bill advanced. The committee also moved to waive the five-day notice rule for Senate Bill 6339 so it could be heard that day.
The public hearing on Senate Bill 6339 focused on a proposed requirement that a less restrictive alternative (LRA) placement for sexually violent predators be owned and operated by the same individuals. Senator Torres and Senator Banke argued the bill would improve accountability, transparency, and community safety, citing a proposed Kennewick placement near schools and children. Supporters from the city of Kennewick and community members said the current process lacked transparency and that owner-operators should have a direct stake in safe operation. Opponents, including DSHS, the Washington Defender Association, the Office of Public Defense, and Disability Rights Washington, said the bill would create conflicts of interest, be difficult or impossible to implement, and could undermine the constitutional LRA process by making community placement unattainable. Committee members asked about liability, supervision, and the difference between LRA placements and unconditional release, and the chair said more work was needed on the issue.
No final action was taken on SB 6339 during the hearing. The chair closed the hearing after noting the committee was at cutoff and that further discussion would continue later.
