Representative Vanessa Gracel and Kentucky Horse Park President Lee Carter explained that the proposal is intended to help the park maintain integrity and protect athletes, volunteers, coaches, trainers, and guests from abuse and misconduct. They described SafeSport’s federal role in Olympic and Paralympic sports and said they hope to move the draft forward as legislation in 2026. No votes were taken on the BSSC presentation or the horse park discussion.
