Finally, Senate Bill 1059, one of several rural transportation appropriation bills discussed by Senator Wendy Rogers and Representative Blackman, would fund an additional right-turn lane at State Route 87 and State Route 260. The sponsors described it as a safety and congestion issue for Payson and surrounding rural communities, and members discussed broader rural road needs and funding. The Committee on Regulatory Affairs and Government Efficiency heard several bills and took action on three of them. Supporters said the current structure creates delays and that the change would let the board focus on psychology issues while the committee handles behavior analyst matters. A self-advocate also supported the bill, citing long waitlists and the importance of behavior analysts for people on the autism spectrum. The committee passed SB 1145 on a 7-0 vote.
Senate Bill 1128 would create a study committee on scrap metal theft to review current laws, industry compliance costs, and penalties, and report recommendations by December 1, 2026. The Arizona Scrap Recyclers Association supported the bill as a way to evaluate whether current reforms remain effective, while members discussed the difficulty of tracing stolen metal and the need to keep the process bipartisan. The committee passed SB 1128 on a 7-0 vote. Senate Bill 1238, which adopts the Physician Assistant Licensure Compact to allow multistate licensure privileges, also received support from the Arizona State Association of Physician Assistants, who said it would improve workforce mobility, help military families, and expand access to care; the committee passed it on a 7-0 vote. The committee then held SB 1235 at the sponsor’s request and adjourned.

The committee then took up SB 826 on gift certificates, which the sponsor said is intended to target bank-branded “reward cards” that function like gift cards but expire, while not affecting loyalty programs. The Florida Restaurant and Lodging Association expressed concern about unintended consequences and asked to work on tighter definitions, but the bill was reported favorably after the sponsor said clarifying language would be added later. The committee also heard SB 838, as amended, on electronic payments for retail installment contracts; the sponsor said it would clarify that reasonable convenience fees for optional electronic payments are permissible, require disclosure, and preserve a fee-free option. Members raised concerns about what counts as a “reasonable” fee and whether the bill could authorize junk fees, but the committee substitute was reported favorably.
Several votes were taken by roll call, with the bills above reported favorably and SB 898 temporarily postponed at the sponsor’s request. Members later asked to be recorded as voting affirmatively on bills they had missed. The meeting concluded after the final vote on SB 838 and a motion to adjourn.
