He said the department expects to see market stabilization by 2026, though he emphasized the timeline depends on insurer participation, implementation of the new regulations, and future disaster activity. Members generally expressed support for the goals of the strategy while pressing for clearer expectations for consumers and faster action on mitigation and market reform.
