Summary:
The House convened with a quorum, the flag was escorted by the Muckleshoot Veterans Color Guard, and the day opened with a prayer from Dennis Anderson Sr. The House approved the previous day’s minutes, welcomed representatives from the Urban Native Education Alliance, and then moved through caucuses and Senate messages before taking up a long series of third-reading votes on bills that had returned from the Senate.
Several measures drew debate over Senate amendments. House Bill 1069, concerning bargaining over supplemental retirement benefits for certain public employees, passed 78-17 after supporters said it would help correctional workers and critics said the Senate changes weakened the bill. Second Substitute House Bill 1128, creating a child care workforce standards board, passed 68-27 amid arguments over child care shortages, wages, and affordability. Engrossed Substitute House Bill 1155, banning non-compete agreements, passed 62-33; supporters framed it as pro-worker and pro-entrepreneurship, while opponents said contracts should be voluntary and important in business sales.
The House also passed Engrossed Substitute House Bill 1187 on ambulance billing and collections (93-2), Substitute House Bill 1390 phasing out the Community Protection Program (51-44), Engrossed House Bill 1501 on housing-related local requirements (58-37), House Bill 291 on bargaining communication rights (92-3), Engrossed Substitute House Bill 2110 on ambulance staffing/training (95-0), Engrossed Substitute House Bill 2165 on impersonating peace officers (66-29), Engrossed Substitute House Bill 2219 on child care regulations and opioid-related safety language (67-28), Engrossed Substitute House Bill 2266 on housing siting and local flexibility (56-39), Substitute House Bill 2350 on notice and accountability for developmental disability services (95-0), Substitute House Bill 2360 allowing schools to keep and administer albuterol with parental-notification changes (79-16), Second Substitute House Bill 2384 on financial transparency for continuing care retirement communities (78-17), Second Substitute House Bill 2429 on behavioral health planning and appropriations (95-0), Substitute House Bill 2496 protecting tribal sacred sites (71-24), and House Bill 2510, on which the House did not concur in Senate amendments. The chamber also granted conference requests on Engrossed Substitute Senate Bills 5998 and 605 and appointed conferees for each.

- A lot of that FTE in recent years was added for some additional school safety functions.
Summary:
The committee held its first meeting and received an overview of the Pre-K-12 education appropriations jurisdiction and base budget. Staff explained that education funding is driven largely by enrollment and per-student formulas, with most money coming from state and local sources. The presentation highlighted the major budget areas: early learning, the Florida Education Finance Program (FEFP), non-FEFP K-12 programs, federal programs, and the State Board of Education. Members asked about instructional materials funding and how scholarship students who return to public schools are counted and funded; staff explained that instructional materials remain in the base and that funding depends on survey timing, with districts ultimately funded through the enrollment count process.
The committee then reviewed federal IDEA funding for students with disabilities. Department of Education officials explained how IDEA Part B funds are split between state set-asides and local educational agencies, and noted that Florida ranked fourth nationally in total IDEA Part B funding and received a 95% state determination for meeting IDEA requirements. They also described the bureau’s responsibilities, including monitoring, dispute resolution, instructional support, and the Hope Florida unit for ages 3 to 5. Members asked for more information on student performance outcomes and how the state measures success beyond compliance, and the department agreed to provide follow-up data.
The final major topic was the Florida Diagnostic and Learning Resources System (FDLRS), including associate centers, multidisciplinary centers, and specialized centers for deaf/hard of hearing and visually impaired students. Presenters described services such as child find, family support, assessments, professional learning, accessible instructional materials, and technical assistance. Committee members focused on whether families and schools have equal access to services across the state, how IEP disputes and reevaluations are handled, and whether more support is needed for parents, teachers, and rural districts. FDLRS representatives said they do not write IEPs but help connect families to districts, provide training and assessments, and support compliance and data collection; they also emphasized staffing and resource needs, especially for low-incidence disabilities and multilingual family outreach.

Summary:
The House convened after lunch, established a quorum, and then took up a long series of measures. Early debate centered on H.J.R. 1084, which would amend the Oklahoma Constitution to reaffirm that courts must follow the Oklahoma and U.S. Constitutions and not recognize or enforce religious codes that conflict with them. The author said it was meant as a safeguard against unconstitutional courtroom practices; several members questioned its practical effect and constitutional basis. The resolution passed the House 70-19.
The chamber then passed a number of bills on workforce, public safety, tax, and administrative issues, including HB 3934 on dental hygienist workforce gaps, HB 3919 allowing county commissioners to adjust fair board membership to reach quorum, HB 4118 creating a family caregiver tax credit, HB 4119 requiring a bond in certain real-property title disputes, HB 426 on workers’ compensation for first responders suffering heart attack or stroke after strenuous shifts, HB 4178 on sales tax exemptions for municipal-beneficiary public trusts, HB 4215 to aid small post-production companies, HB 4324 allowing district attorneys to adjust sentences after initial sentencing with an amendment clarifying jury verdicts are unaffected, HB 3270 cleanup language for farmed cervidae/chronic wasting disease law, HB 4352 adopting the Uniform Mortgage Modification Act, HB 4305 clarifying ad valorem assessment of low-income housing tax credit properties, HB 2955 modernizing captive insurance law, HB 3315 creating a 90-hour degree program, HB 3066 reestablishing and funding a behavioral health workforce program, HB 1245 changing retirement coverage for certain DHS law enforcement officers, HB 4125 restoring firearm rights for certain nonviolent felons after five years with expungement or pardon, HB 3075 creating a penny-rounding rule for public-sector cash transactions, HB 3129 creating a process for university security fees, HB 3239 modernizing the Veterinary Practice Act, HB 4153 reinstating prior driver-licensing rules tied to an eighth-grade reading test with a hardship exception, HB 3265 defining mental health specialists for police pension disability cases, HB 4491 allowing school districts to opt in to extracurricular participation by charter, virtual charter, and homeschool students, SB 680 creating a tobacco tax incentive for lower-risk products, HB 4263 aligning retirement options for CareerTech employees, and HB 4268 creating the Teacher Effectiveness and Excellence Act with a compensation pilot and National Board stipend. Most measures passed with little or no debate, though several drew extended questioning, especially the school extracurricular bill, the driver’s-license literacy bill, and the tobacco tax measure. Emergency clauses were adopted on several bills, including HB 3934, HB 3270, HB 3315, HB 3066, HB 3075, HB 3129, HB 4153, and HB 4268.

Senate Education
Summary:
The Senate Education Committee first considered a series of executive nominations, including Brian Bobeck to the State Board of Education, Jonathan Daniels to the Oklahoma Board of Private Vocational Schools, Cody Swanee to OETA, Randy Squires to the Western Oklahoma State College Board of Regents, Dwight Spencer to the Carl Albert State College Board of Regents, V. Lee to the Oklahoma Arts Council, Adisha Chapman to the Murray State College Board of Regents, Trevor Pemberton to the Oklahoma State Regents for Higher Education, Jennifer Carlson and Melissa Yvonne to the Commission for Educational Quality and Accountability, Kevin Gross to the Tulsa Community College Board of Regents, and Barbara Myers to the Oklahoma Arts Council. Most nominees briefly described their backgrounds and reasons for serving, and the committee approved each nomination, with votes ranging from 8-1 to 10-0, sending them on to the full Senate or floor as applicable.
The committee then took up several education bills. House Bill 1937, dealing with the Communications with Students Act, was amended to require corroborated evidence before immediate suspension and to narrow the definition of student; it passed 9-0. House Bill 2153, which would subject OSSAA meetings and hearings to the Open Meetings Act and repeal the statutory one-year sit-out rule for transfers, drew questions about recruitment and FERPA but passed 7-3. House Bill 3674, requiring school resource officer training on sexual assault and violence, annual continuing education, mandatory reporting, and closure of contractor loopholes, passed 9-0. House Bill 3885, setting a graduated discipline framework for third through fifth graders, prompted debate over classroom safety and student rights and passed 9-1. House Bill 3671, allowing a receiving district to accept a transferring teacher’s career status, passed 10-0. House Bill 3261, assigning employee numbers to school support staff such as coaches and bus drivers for tracking across districts, passed 10-0.
Several other bills generated more extensive discussion. House Bill 2978, which would impose annual library audits, public online catalogs, a formal challenge process, and funding penalties for noncompliance, faced repeated questions about how it differed from existing policy and who could challenge materials; it failed 4-5. House Bill 3021, revising graduation requirements and preserving flexibility for applied math/science and local course approval while removing some language requirements, passed 8-2. House Bill 3029, requiring the Department of Education to develop a four-year plan, passed 9-1. House Bill 4274, expanding school choice options for military-dependent students living on base, passed 10-0. The committee also began consideration of House Bill 3076, which would clarify alternative teacher certification provider definitions and OEQA oversight, but the transcript cuts off before a final vote is shown.
