The bill’s author explained that the amendment would prevent the state from capturing savings if the federal fuel excise tax is reduced, so any reduction would benefit consumers rather than state revenue. After questions about fiscal impact and the well-plugging fund, the House adopted the Senate amendments without objection and passed HB 1370 on final passage by a vote of 89-1; the emergency clause also passed 89-1. The House then recessed, later returned for a staff appreciation and sine die-style recognition, including a tribute to long-serving bill drafter Mark Carter, and recessed again while awaiting any additional legislation from the Senate.
