Summary:
The committee first handled informational reports on several bond and lease matters, including school district and board of education debt-service items, upcoming revenue bond issues in Henderson and Jessamine counties, and three advertised lease-space requests for state agencies. Members also reviewed prior lease transactions that had not been approved in November and December; the Finance and Administration Cabinet later canceled and rebid the Harlan County lease and moved ahead with the Perry County lease modification. Additional information items included a Kentucky Communications Network Authority quarterly capital projects report and Eastern Kentucky University asset preservation revisions.
The committee then heard from Deputy State Budget Director Janice Thomas on four action items. She reported a $2.85 million USDA-funded renovation at Kentucky State University’s Betty White Building, a $294,000 increase for the Kentucky School for the Deaf’s Middleton Hall renovation, and a $6.1 million restricted-funds scope increase for the KCTCS Science Building Expansion in Elizabethtown. Members asked about how often the statutory 15% increase authority is used for school dormitory and cottage projects and about the competitiveness of construction bids; Thomas said bids are typically competitive but recent estimates have been difficult because of higher material and equipment costs. The committee approved the three action items unanimously and also received a no-action report on a $3.918 million Corrections project to repair and replace the KCIW kitchen drain line.
Next, the Kentucky Infrastructure Authority presented seven loans and grants, all of which the committee approved unanimously. The package included sewer and water projects for Frankfort, Sturgis, Scottsville, Morganfield, Western Pulaski County Water District, and Springfield, plus an emergency $5.487 million Kentucky Waters grant for Eddyville after a catastrophic sewer plant failure and weather-related emergency declarations. The projects covered wastewater interceptor and treatment upgrades, sewer collection rehabilitation, water transmission main installation, and planning/design work, with loan terms ranging from five to 30 years and interest rates from 0.5% to 2.25%.
Finally, the committee considered a $38.4 million Kentucky Housing Corporation conduit issuance for a 322-unit multifamily rental project in Jefferson County. A member asked how the committee participates in the transaction, and staff explained that it is a conduit issuance and not state debt. The committee then moved to approve the issuance.

SB 1112 by Senator Garcia, relating to the Florida Labor Pool Act, drew extensive testimony from workers, reentry advocates, and supporters who argued it would prohibit placement fees when workers are hired permanently, require annual registration of labor pools, improve accountability, and support stable employment and reentry; the bill was reported favorably. The committee then adjourned after recording votes and other closing business.

The Judiciary Committee met on a decision-making agenda and considered four Senate bills. SB 2731 would cap misdemeanor jail terms at 364 days and allow people previously sentenced to one year to seek modification; the chair recommended passage with amendments limiting the change to nonviolent offenses, and the measure was adopted with one no vote. The Judiciary and Elections Committee approved the minutes from February 18, February 20, and March 4, 2026, and then took up several election and traffic-related measures. House Bill 2006, which would require counties without a USPS processing and distribution center to mail printed sample ballots 14 days before an election instead of 11, was explained as a way to allow more time for mail delivery in affected counties. The Association of Counties supported the bill, and after brief discussion it passed on a 7-0 vote.
House Bill 2109, dealing with hands-free driving penalties, drew extensive debate. The bill would raise penalties for repeat violations, add a penalty when a violation results in a motorcycle crash, and expand the prohibition to watching, recording, or streaming video on a device while driving. Two amendments were offered to remove the citation ban and to strike the “records” language, but members and witnesses raised concerns that the remaining video-streaming language was vague and could unintentionally affect dash cams, rear cameras, CarPlay, navigation, rideshare safety cameras, and other in-vehicle systems. After robust discussion, the committee held the bill without prejudice to allow a stakeholder meeting and possible revision.
House Bill 2167, which would impose liability on the Attorney General for damages when a public nuisance or consumer fraud action is dismissed or found meritless under certain conditions, received divided testimony. Supporters argued it would curb overreach, while opponents said it would interfere with the AG’s ability to protect Arizonans. The committee approved the bill 4-3. Finally, HCR 2016, a referral measure that would eliminate county vote centers and on-site early voting and impose a precinct cap of 2,500 registered voters, drew strong opposition from voting rights groups, county officials, and rural and Navajo Nation witnesses who warned it would increase confusion, provisional ballots, costs, and access barriers. The committee did not act on the resolution and instead held it without prejudice for further stakeholder discussions.
