Summary:
The Natural Resources and Energy Committee held its first meeting of the 2025 session, welcomed several new members, and confirmed a quorum. The committee first took up House Bill 137 on air quality monitoring. The sponsor and committee substitute were presented as requiring scientifically defensible, quality-assured data for air pollution enforcement, with the sponsor saying citizen complaints could still prompt agency inspections. A Kentucky Resources Council attorney testified in opposition, arguing the bill could limit low-cost community monitoring, conflict with the Clean Air Act’s credible evidence provisions, and undermine community efforts to identify pollution hotspots. After discussion, the committee adopted the substitute and passed HB 137 with favorable expression.
The committee then considered House Bill 196, dealing with mining emergency technicians. The sponsor said the bill responds to the decline in coal mining and smaller mine operations, and that it was developed with the Energy and Environment Cabinet and was not opposed by the Kentucky Coal Association or the UMWA. The bill would require one medic for mines with 10 or fewer miners, two for larger operations up to 50, and one additional medic for each additional 50 miners, with the sponsor saying the change would help small mines avoid shutting down shifts when a medic is unavailable. A question about the ratio above 50 was answered by noting the language came from the cabinet and was not being changed. The committee then passed HB 196 with favorable expression.
At the close of the meeting, the chair reminded members that the committee would continue using the 24-hour rule for amendments and committee substitutes and that agendas would generally be sent out the day before meetings.

Summary:
The committee met with a quorum and took up House Bills 640, 641, and 790. HB 640 would authorize the Energy and Environment Cabinet to adopt regulations to control invasive non-native plant species, with testimony focusing on the threat posed by species such as callery pear/Bradford pear to native plants, forest health, and the economy. Members asked whether the bill itself would ban Bradford pears; the sponsor clarified that it would not directly ban them, but would give the cabinet regulatory authority. The bill received a favorable expression by roll call.
HB 641 addressed coal combustion byproducts, explaining that the bill would help preserve landfill space by allowing these materials to be reused as special waste in places such as abandoned strip mines or underground mines, and would clarify that reclaimed land could qualify for agricultural use such as pasture, hay, or crop production. Members raised concerns about groundwater and runoff; the sponsor and another member argued that placing the material under cover would reduce exposure compared with open piles currently sitting at power plants. After discussion, the bill passed with favorable expression, with a few members passing on the vote.
HB 790, as amended by committee substitute, was described as substantially narrowed from its original form. The substitute removed setback requirements and instead required construction certificate holders for solar merchant electric generating facilities to report federal and state incentives used for siting, construction, and operation, with the cabinet compiling and submitting an annual report to the General Assembly. The committee approved the substitute and the bill passed with favorable expression. At the end of the meeting, members were also reminded of a later TVA energy update meeting and the chair noted ongoing work on Senate Bill 89, with possible future action and a special meeting if revised language is ready.

Summary:
The House Agriculture Committee first spent much of the meeting recognizing the large number of 4-H and FFA students and guests in attendance, with members from several counties introducing their groups and praising the programs for developing future agricultural and civic leaders. Comments emphasized the value of youth involvement in agriculture, leadership, and public speaking, and several members noted their own 4-H or FFA backgrounds. The committee then took up House Bill 356, and adopted a committee substitute before hearing testimony on the revised measure.
House Bill 356, sponsored by Representative Carney, would create the Kentucky Urban Youth Agriculture Initiative, expanding the original urban farming concept into broader agricultural education, agribusiness, advocacy, and work-ready skills. The substitute removed the requirement that participants have access to farmland, lowered the age floor from six to five, broadened participation, and established a pilot program with implementation left to Cooperative Extension. Supportive testimony came from a 4-H student and Kentucky 4-H representatives, who described how the program helps youth explore many interests and removes barriers for urban students. Members from both parties praised the bill as a way to reach more youth and strengthen agricultural education. The committee approved House Bill 356 as amended by the committee substitute on a roll call vote, with all members present voting yes.
The committee then heard House Bill 315 from Representative Sharp, a foreign adversary land bill intended to limit certain foreign entities’ ability to purchase Kentucky land. Before member questions, Tim Shank of the Kentucky Bankers Association testified in opposition to one section of the bill, saying banks already screen borrowers through federal systems and that Section 8’s reference to an Attorney General lien for “actual costs” was too vague. He warned the language could create uncertainty for mortgage holders and potentially affect credit availability for farmers. Representative Sharp said he had just learned of the concern and may need to work with the Attorney General’s office to address it. He also said the bill was largely the same as last year’s version, except for the removal of a leasing-related paragraph, and the committee began discussion of the bill after that testimony.
