HB 303 would remove the 501-resident floor so very small type A and B municipalities can convert to type C cities; HB 2742 would give property owners a later first split-payment deadline when tax bills are mailed after November 30; HB 3305 and HB 3348 were local provider participation fund measures with committee substitutes; HB 198 would require political subdivisions to offer occupational cancer screenings for firefighters; HB 1535 was a sunset bill for the Trinity River Authority; HB 4753 would allow a municipality-issued proof of a certificate of occupancy to substitute for a lost original; and HB 3711 would treat certain Open Meetings Act violations as offenses against public administration and require public explanation when prosecutors decline to act. Testimony was generally supportive or limited, with several witnesses and senators emphasizing practical fixes, firefighter health and cost savings, local government transparency, and administrative cleanup. For HB 198, firefighter representatives gave emotional testimony about cancer deaths and the value of early screening. On HB 3711, a witness supported the bill but urged stronger enforcement and broader application. Several senators raised policy concerns on HB 2715 about routing removal proceedings through a regional presiding judge rather than the local county, arguing it could politicize the process. The committee took no public testimony on most bills and repeatedly left them pending subject to call of the chair before later voting them out. HB 21, HB 30, HB 1535, HB 1520, HB 198, HB 303, HB 2742, and HB 4753 were reported to the full Senate, generally by unanimous or near-unanimous votes, and several were also recommended for the local and uncontested calendar. HB 30 passed on a 5-1 vote, while the other reported bills were approved unanimously or with no recorded opposition. The committee then recessed subject to the call of the chair.

Summary: The House met with a quorum and handled a mix of ceremonial recognitions, committee reports, and floor action on a large number of bills and resolutions. Members recognized several championship high school teams, including Northlake Christian, Archbishop Hannan, St. Scholastica, Lutcher, and St. Louis, and also designated or commended groups and individuals such as Ascension Parish, the Louisiana Counseling Association, LSU, Dr. Paul Correll, and others. The chamber adopted several resolutions without objection, including measures naming Counseling Day at the Capitol, LSU Day at the Capitol, and honoring Dr. Correll’s retirement, while also receiving and referring various other resolutions and Senate bills to committees or laying them over. The House then took up and passed a series of bills, many with amendments. Major measures included HB 159 creating a Caddo Parish home incarceration pilot program with court, sheriff, and district attorney coordination; HB 364 directing public safety PSAs about celebratory gunfire; HB 414 on background checks for certain health care workers; HB 74 creating a Spectrum Alert program for missing children with autism; HB 568 increasing penalties for visible marijuana use in school zones; HB 786 prohibiting extrapolation in Medicaid provider audits; HB 1033 expanding the definition of critical infrastructure; HB 1041 limiting medical-intervention-based discrimination and mandates; HB 1062 revising the Special School District board; HB 1079 giving charter-school enrollment preference to certain preschool, military, foster care, and custody-ordered students; HB 1139 on discharge planning for involuntarily admitted behavioral health patients; HB 1182 changing occupational therapy licensure credentialing; HB 1214 creating an Office of State Health Care Facilities; and HB 1241 requiring insurers to check for child-support arrears before paying certain settlements. Most of these bills passed by wide margins, often after technical or substantive amendments. Several local and administrative measures also advanced, including bills on utility district per diem, abolishing a police chief position in Edgefield, a crime prevention district fee, and New Orleans historic preservation penalties. The chamber also referred or temporarily returned a number of bills to the calendar, and one local bill on historic preservation in New Orleans was introduced at the end of the transcript. Overall, the meeting was marked by broad bipartisan support for many measures, with recorded roll-call votes on the more contested bills and no major procedural disputes beyond extended questioning on the marijuana-in-school-zones bill and the medical-intervention bill.

Summary: The committee heard and advanced several bills related to engineering regulation, cybersecurity, financial services, and state administration. CS/SB 800 would increase penalties for repeated unlicensed engineering practice and create an engineering student loan assistance program funded by licensure fees and fines; it was reported favorably after questions about whether it would reimburse victims of unlicensed practitioners, with the sponsor noting it would not and that affected individuals would need to pursue complaints and private legal action. CS/SB 576 created a local government cybersecurity protection program administered by Florida Digital Service, with state purchasing of cybersecurity services and priority for fiscally constrained counties; it received support from local government and industry groups and was reported favorably. CS/SB 1078 set transition requirements for gubernatorial administrations, including liaisons, briefing books, office space, IT access, and controlled access to agency records under a memorandum of understanding, and it also passed favorably. The committee also approved CS/SB 314, which creates a regulatory framework for payment stablecoin issuers in Florida, and CS/SB 530, which updates lottery operations, security, retailer rules, and bonding requirements. CS/SB 1614, after adoption of a technical substitute amendment, would limit local governments’ eligibility for certain state funding if they have excess funds, have recently been audited by the legislative audit committee, or fail to affirm expenditure of prior funds; the sponsor said it would give the Joint Legislative Auditing Committee more enforcement leverage, and the bill was reported favorably. CS/SB 990 authorizes protective cell captive insurance companies to expand insurance market capacity and potentially lower premiums, while CS/SB 1588 is a step toward implementing last session’s gold and silver legal tender law; both were reported favorably. Additional bills passed included CS/SB 1440, which adds cybersecurity-related exemptions and reporting provisions for financial institutions, loan originators, and money service businesses, and CS/SB 1568, which creates a Florida Stable Coin Pilot Program allowing DFS fees to be paid with approved stablecoins. The stablecoin bill was amended to add guardrails, including fee limits, website notice requirements, and restrictions if no approved issuers are available. The committee also received a brief budget overview highlighting major funding items such as Florida Forever, Everglades restoration, water quality, Farmers Feeding Florida, citrus recovery, school lunches, state parks, and law enforcement and staffing items, and members later recorded additional votes before the committee adjourned.
