Summary:
The House Housing Committee heard testimony on HB 577, a bill to expand accessory dwelling units (ADUs) in New Hampshire. The sponsor and supporters described the state’s housing shortage and argued the bill would make it easier for property owners to build ADUs by right, up to 950 square feet, either attached or detached, while still requiring compliance with building codes, septic/water limits, and other local requirements. Supporters said the measure would help seniors age in place, provide housing for young adults, caregivers, and workers, and make better use of existing property such as garages and barns.
Representative Reed raised concern that removing language related to short-term rentals could allow ADUs to be used for that purpose rather than long-term housing. The sponsor said he was open to clarifying language on short-term rentals, and another witness explained that current law already allows municipalities some choice on ingress/egress requirements, while the bill would standardize that and leave the design choice to the property owner. Several supportive witnesses followed, including the New Hampshire Home Builders Association, the New Hampshire Association of Realtors, the Business and Industry Association, AARP, Housing Action New Hampshire, 603 Forward, and New Hampshire Youth Movement. They emphasized affordability, property rights, workforce housing, intergenerational living, and the need for statewide consistency.
A Derry resident testified that his existing garage space could be converted into an ADU under HB 577, but current local rules prevent that because it is detached; he said the bill would let him rent it affordably. Supporters also argued that ADUs can increase property values and help homeowners cover mortgages and taxes. In opposition, the New Hampshire Municipal Association said the bill would impose a local zoning mandate, could add density pressure on already stressed infrastructure, and did not guarantee that new units would be affordable or workforce housing. No vote or final committee action was taken in the excerpt.

Summary:
The hearing focused on a broad package of traffic and roadway safety bills, with repeated emphasis on work zone safety, the Move Over law, automated enforcement, and protections for pedestrians, cyclists, and roadside workers. MassDOT Highway Administrator Jonathan Gulliver strongly supported a bill allowing MassDOT vehicles to use blue flashing lights in limited work-zone settings, arguing that blue lights reliably slow drivers and could help address a rise in work-zone crashes and fatalities. District Attorney Marion Ryan, State Police representatives, and police association leaders supported a separate Move Over bill that would raise penalties for repeat violations and add an education component, citing officers and workers killed or injured roadside and saying the goal is deterrence and safer driver behavior rather than revenue.
A major portion of the hearing was devoted to automated enforcement bills for speed and red-light violations, including proposals for school zones, work zones, and broader local options. Senator Brownsberger and Senator Jalen argued that automated enforcement is needed because speeding and red-light running remain common while police traffic enforcement has declined, and they described the bills as civil, opt-in tools that issue tickets to vehicles rather than drivers. Supporters from WalkMass, T4MA, Safe Roads Alliance, MassBike, Medford officials, and other advocates cited fatal pedestrian crashes, neighborhood speeding, and the need to protect vulnerable road users, while also pointing to privacy and equity safeguards in the bills such as limits on photographs, data retention rules, public reporting, and local approval processes.
Several local and advocacy witnesses backed targeted camera programs. Senator Lovely and Representative Cruz supported a Salem school-zone camera bill, describing repeated violations around schools and buses. Medford officials and school-safety advocates supported a similar statewide camera bill, citing recent pedestrian deaths and dangerous cut-through traffic. AAA Northeast and the Massachusetts Aggregate and Asphalt Pavement Association also supported targeted enforcement in work zones and school zones, while urging public education and warning periods. Some witnesses raised concerns about the color of lights for highway workers, with State Police representatives preferring green over blue to avoid confusion with law enforcement, and committee members asked about constitutional issues, surchargeability, and possible targeting concerns. No votes were taken during the hearing.

Summary:
The committee first heard Senate Bill 2215, which would clarify that property owners may challenge municipal zoning ordinances that are adopted without following Chapter 211 procedures, and would expressly waive municipal sovereign immunity for declaratory, injunctive, and mandamus actions in those cases. The bill sponsor and witnesses argued it would simply enforce existing notice, hearing, and due process requirements and give landowners a practical remedy when cities fail to comply. Testimony in support came from attorneys and a landowner describing alleged zoning actions in Selma that they said occurred without proper notice or hearings and caused significant financial harm. After questions, the committee substitute was withdrawn and the bill was left pending.
The committee then took up Senate Bill 2639, which would add disclosure and compensation requirements for local historic designations, including compensation based on the greater of repair/restoration costs or the difference in appraised value with and without the designation. The bill author said it was intended to address situations where historic designation delays or blocks redevelopment and to ensure property owners are fairly compensated. A property owner testified in support, describing an Austin case in which a demolition permit led to historic designation and what he said was a costly forced rehabilitation. Opponents, including a preservation advocate and an East Austin resident, argued the current process is already rigorous, rare, and balanced, and that the bill would undermine cities’ ability to preserve historic places and community heritage.
During closing on SB 2639, the chair raised a concern that Section 3B appeared to apply retroactively to pending cases, which he said could be unconstitutional under the Texas Constitution’s prohibition on retroactive laws. The committee did not resolve that issue during the hearing, and the bill was left pending. The committee then adjourned.

Summary:
The Committee on Transportation received a presentation from the Department of Highway Safety and Motor Vehicles on Florida’s camera-based traffic enforcement programs: red light cameras, school bus stop-arm cameras, and school zone speed cameras. The department explained how each program works, the distinction between a civil notice of violation and a uniform traffic citation, and the fee distribution for each type of violation. It also reported preliminary data showing 42 jurisdictions operating red light cameras, with 496 cameras at 302 intersections and 923,133 notices of violation in fiscal year 2024-2025; for the newer school bus and school zone programs, the department said preliminary figures showed five active school bus programs and 40 active school zone programs, with prior-year totals of 61,150 school bus notices and 26,300 school zone notices. Senators asked about camera placement, school zone requirements, review procedures, and whether law enforcement or third parties are involved in reviewing violations.
The committee then received an update from FDOT Secretary Jared Perdue on the Moving Florida Forward Infrastructure Initiative, which used $4 billion in general revenue to advance a $7 billion package of 20 major congestion-relief projects. He said the department has used innovative delivery methods, including modified phased design-build, voluntary acceleration, and structured acceleration, to move projects forward faster and control costs. He highlighted progress on projects including I-4 congestion relief lanes, the Golden Glades Interchange, I-95 at US-1, I-75 auxiliary lanes, I-75 at Pine Ridge Road, and I-275 in Tampa, and said 80% of the plan is expected to be underway by the end of 2026, with four projects remaining in 2027.
Members asked about temporary traffic patterns at Golden Glades, subcontractor opportunities, public transportation planning, contractor safety and OSHA issues, bridge strikes, logistics hubs near airports and seaports, aggregate and material supply, local government coordination, and federal transportation funding. Secretary Perdue said FDOT continuously reevaluates traffic management plans, works with small businesses and local subs, and monitors contractor safety closely, including corrective action plans after incidents. He emphasized that Florida’s transportation revenues are flat, that the state remains largely state-funded, and that additional resources are the main thing the Legislature can provide to support future infrastructure delivery. The committee adjourned after the chair requested FDOT staff provide senators with district-specific project updates.
