She said the university is using New Horizons dollars to strengthen advising, student support, and programs in engineering, agriculture, and health. NDSU leaders also described new or expanded academic offerings such as robotics and automation, artificial intelligence, material science and engineering, nuclear engineering certificates, accelerated nursing, nurse practitioner certificates, a Master of Health Administration, and a clinical research master’s program with Sanford Health. They stressed that these investments are intended to improve student completion, meet workforce needs, and increase return on public investment.
The committee also heard testimony from students and recent graduates who described the value of NDSU’s education, mentorship, internships, research opportunities, and support services. Alyssa Hodges spoke about pharmacy education, public health work, and campus support as a parent and student; Ethan Blessy described engineering coursework, internships with Marvin, and career preparation; and Aiden Freolic discussed neuroscience research, federally funded projects, and plans for graduate study. Their testimony was followed by presentations on partnerships with Gateway to Science for K-12 STEM outreach and with Sanford Research on biomedical research, clinical trials, obesity research, and a joint biostatistics hire. NDSU also highlighted systemwide shared services, Governor’s School programming, and research growth, including a reported 8% increase in research expenditures from $199 million to $215 million. No bill votes were taken; the meeting was informational and featured presentations, testimony, and discussion of future planning and partnerships.

The House resumed consideration of H.606 on firearm procedures and first took up Section 3 and its effective dates. The chamber then moved through third readings and passed H.385 on remedies and protections for victims of coerced debt, H.556 on exceptions to the state minimum wage, H.559 on the parole board, H.723 on posting of land, and H.757 on manufactured homes and limited equity cooperatives. On H.814, relating to neurological rights and AI in health and human services, the House adopted an amendment offered by the member from Burlington that required the advisory council to include proposed definitions for neurotechnology, artificial intelligence, and related terms in its report; the House Health Care Committee reported the amendment favorable 11-0-0, and the bill then passed. H.816, regulating the use of artificial intelligence in the provision of mental health services, also passed, as did H.927, technical corrections for the 2026 session.
The House then took up H.930 on chronic absenteeism. The committee member from Manchester described the bill as an AOE proposal responding to high post-pandemic absenteeism rates and their impact on learning, and outlined provisions adding definitions, updating compulsory attendance language, requiring a state model policy, strengthening notification and truancy procedures, and preserving existing penalties. The member said the Education Committee heard from a wide range of education and child welfare witnesses and passed the bill 11-0. After a brief clarification on the absences section, the House proceeded toward third reading of H.930.

Testifiers urged the bill’s passage, and no action was taken.
A major portion of the hearing focused on the Protect Act, H.5158, dealing with limits on cooperation between state/local agencies and federal civil immigration enforcement. Sheriffs testified about how ICE detainers and notification requests work in practice, emphasizing discretion, public safety, and the difference between sentenced prisoners and pretrial detainees. Supporters from labor, education, and health care groups said immigrant communities are living in fear and asked for stronger protections, including bans on 287(g) agreements and clearer limits on ICE activity in schools, hospitals, and other sensitive locations. The hearing also included testimony on H.4697 regarding training and certification of constables and civil deputy sheriffs, with the Hampshire County sheriff saying sheriffs are already working with POST and MPTC on training standards and that the bill may be duplicative.
