LaFleur, which would create immunity from prostitution offenses for child trafficking victims under Safe Harbor principles, and SB 83 by Sen. Edmonds, which would require school board trafficking policies and expand victim advocacy services to labor trafficking victims and survivors up to age 21. Committee members asked about reporting procedures, data trends, service gaps, and the reach of the screening tools.
Chris Masters of the Attorney General’s office then presented on online child exploitation and child sexual abuse material through the Louisiana ICAC Task Force. He reported 31,203 tips in 2025, 545 arrests, more than 80 children identified or rescued, over 1,500 search warrants, and more than 100 community presentations. He said the task force is expanding statewide, including an Orleans Metro unit, and asked for more analysts and outreach personnel to handle a projected rise in cyber tips. Members asked about community presentations, the scope of the investigations, sex offender social media restrictions, interstate cases, sentencing, and how online enticement and live abuse are prosecuted. The discussion emphasized parental monitoring, school outreach, and coordination with federal partners.
The final item introduced an audit report on the treatment and care of incarcerated females. Legislative Auditor staff said the review, requested by a 2023 resolution, found that Louisiana’s jails and guidance documents had not fully addressed the key laws and standards governing women’s incarceration, including restraint use during pregnancy and childbirth, health care, hygiene, dignity, and reentry. They noted that local jails still house a majority of incarcerated women despite the opening of a new state facility, and that several facilities had confirmed prohibited restraint use or failed to provide required written advisements. The staff said the report included legislative considerations for improving compliance and care.

Testimony from school leaders and boards supported the compromise, noting the need to avoid a statewide loss in unit value while also addressing the Gallup-McKinley situation and other funding distortions. Several senators raised concerns about impacts on small rural districts, out-of-state students, and the treatment of full-time virtual students in rural-unit calculations, but officials said emergency supplemental funding could address shortfalls and that a broader study would be done in the interim. The committee then passed HB 253 on a roll-call vote and advanced it to the Senate floor.

Summary:
The Transportation Committee met and first took up CS/SB 86, which would make operation of a commercial motor vehicle by an unauthorized alien an imminent safety hazard and require lawful presence, a valid CDL, English proficiency, and ability to communicate with law enforcement. The bill also authorizes impoundment, a $250,000 civil penalty on the motor carrier, and an out-of-service order until violations are corrected. After adopting an amendment and hearing support from the Florida PBA, the committee reported the bill favorably on a vote with Senator Arrington voting no.
The committee then considered CS/SB 706, which preempts naming of major commercial service airports to the state and would rename Palm Beach International Airport as Donald J. Trump International Airport. An amendment added FAA approval, trademark authorization, and a flexible implementation period for Palm Beach County. Palm Beach County representatives supported the measure, and the bill was reported favorably. The committee also passed CS/SB 1670, a specialty license plate bill for the “outsider” plate, after amending the distribution of proceeds so the Huber Brothers Foundation may receive up to 10% instead of 25%.
Next, the committee approved CS/SB 1054, which increases penalties for traffic infractions that result in a crash after running a red light or stop sign, including higher fines, license suspensions, and a one-year bodily injury insurance requirement after an injury crash. Law enforcement testimony supported the bill. The committee also considered CS/SB 422 on ADS-B aviation surveillance data, which would bar use of that data to calculate or collect landing-related fees; an amendment narrowed the prohibition to landing and touch-and-go fee scenarios. Aviation groups and pilots supported the bill as protecting safety and preventing surprise billing, while airport representatives said they could still charge landing fees but would need to rely on more manual methods. The committee reported CS/SB 422 favorably, and the meeting adjourned after all measures were approved.
