A strike-everything amendment offered by Representative Cruz would have replaced the bill with a restriction on DOC inmate telephone contracts so the department could not profit beyond operating costs, but the committee rejected that amendment 6-8. The committee then approved the underlying SB 1055 on an 8-6 vote with one absent, giving it a do pass recommendation.
