Representative Vang said the bill was intended as a first step to return homeownership opportunities to individuals and families, citing research and reporting suggesting corporate ownership is concentrated in lower-income neighborhoods and can disadvantage first-time buyers. Testimony from the Family Housing Fund supported the bill, saying its research found that renter experience declines as single-family rental portfolios grow, with larger landlords associated with higher rents and more repair problems. The bill was discussed but not voted on; members indicated it would be held over for action at a later hearing.
