Summary:
The House Land, Agriculture & Rural Affairs Committee heard a series of wildlife- and agriculture-related bills, with most of the discussion focused on conflicts between ranching, public hunting, and wildlife management. HB 2197 would revise the unlawful camping statute near watering sites; after a Griffin amendment and verbal amendment, the committee heard support from the sponsor, Arizona Game and Fish Commission, and a rancher, while one member raised concerns about expanded criminal penalties. The bill received a do pass recommendation on a 6-1 vote. HB 2497, which would recognize a statutory right to lawfully hunt, fish, and harvest wildlife and limit unreasonable restrictions, drew strong support from hunting groups and opposition from animal welfare and conservation advocates who argued it would undermine Game and Fish authority and repeat a measure voters rejected in 2010. After debate over whether hunting is a right or a privilege, the committee recommended the bill do pass by a 5-3 vote.
HB 2147 would require landowner deer permits on private lands under certain conditions, with a cap tied to lottery-issued deer tags. The sponsor said it was meant to address deer damage to crops in St. David and planned an amendment to make the permit nontransferable; Game and Fish said population management hunts were already addressing the problem, while opponents warned against privatizing wildlife. The committee approved the bill 5-3. HB 2158 would expand the definition of predatory animals to include bears, cougars, mountain lions, and wolves; Game and Fish testified that big game status preserves data collection and science-based management, while supporters said ranchers need more flexibility to protect livestock and property. Opponents argued the bill would weaken protections and conflict with endangered species rules. It passed 5-3.
HB 2159 would allow landowner permits for taking Mexican gray wolves on private and leased grazing lands and create a voluntary compensated trapping program. Opponents said it would violate the Endangered Species Act and privatize wildlife, while the sponsor and supporters argued it was needed to protect ranchers and challenge federal control; Game and Fish said the bill would be unlawful until the wolf is delisted, though they acknowledged ongoing recovery and stakeholder meetings. The committee still recommended it do pass by a 5-3 vote. HB 2162, which would require at least one Game and Fish Commission member to be a cattleman or rancher, was introduced as a way to ensure agricultural experience on the commission; Game and Fish opposed it, saying the current appointment process already includes ranching input and the commission is meant to represent all Arizonans. The discussion ended with the commission explaining its current membership and appointment structure, but the transcript cuts off before a final vote on HB 2162 is shown.

Summary:
The committee heard and acted on several bills, mostly receiving due pass recommendations. HB 4020 would raise the maximum annual assessment on insurers that funds the Department of Insurance and Financial Institutions fraud unit from $1,050 to $1,350. The sponsor and an industry witness said the increase would support fraud investigations, and the bill passed 9-1 after a roll call vote; the transcript later included a correction stating HB 4020 passed 10-0 with one absent.
HB 2255 would extend Arizona Teachers Academy scholarship eligibility for community college students from two academic years/four semesters to four academic years/eight semesters. Maricopa Community Colleges supported the bill, saying it would let community college teacher candidates complete bachelor’s degrees with the same funding available to university students. It passed unanimously. HB 2591, as amended, revised the definition and administration of registered apprenticeships to align with U.S. Department of Labor standards and add requirements such as written agreements, structured training, wage progression, and safety supervision; it also passed unanimously.
HB 2680, as amended, narrowed and revised workers’ compensation fraud-related provisions, including insurance disclosure requirements and proof of coverage. Supporters from labor and construction groups said it would help combat premium fraud and protect honest contractors, while the sponsor said the amendment narrowed the bill to address concerns. It passed 10-1. HB 2979 modernized credit union law regarding bylaws, name changes, principal office changes, and certain powers; credit union representatives supported it as a regulatory update, and it passed 11-0. HB 2868 required manufactured-home/mobile-home installation license applicants and renewals to show insurance and fingerprint clearance, and to allow the Department of Housing to set experience, exam, and enforcement rules; it passed 8-1 with two present.
The committee also approved a strike-everything amendment to HB 2429 on short-term rentals, allowing local governments to regulate overnight occupancy, extending the violation window for suspending a license from 12 to 24 months, and allowing suspension after certain building code violations. The sponsor and city/county representatives described it as a compromise that restores some local control, while short-term rental advocates and neighborhood groups said it was a step forward but still too limited; the bill passed 8-2 with one present. HB 4011, without the proposed amendment, codified HOA duties to act reasonably and fairly in enforcing rules, and after testimony from attorneys, homeowners, and HOA advocates describing abusive enforcement and the need for clearer standards, it passed 11-0. HB 2397, as amended, required more complete HOA disclosure information to buyers and escrow agents, with supporters saying it would prevent surprise assessments and defects and critics warning some language was still broad; it passed 11-0. Finally, HB 4026 would change a public infrastructure reimbursement program for advanced manufacturing by replacing a $200 million total cap with a $75 million annual cap and adding website-posting requirements for agreements; Queen Creek and economic development witnesses said it was needed to support major manufacturing projects and related infrastructure, and the bill was being discussed when the transcript ended.

Summary:
The House Ways and Means Committee heard and advanced several tax-related bills. HB 2261, by Rep. Griffin, would rename and clarify the agricultural real property classification in statute to align with court rulings on valuing permanent crops such as orchards and vineyards under the income approach. Supporters argued it codifies existing law and avoids unnecessary litigation costs, while county assessors and the Arizona Association of Counties opposed it, asking the committee to wait for the pending Arizona Supreme Court case. After discussion about the court history and valuation methods, the committee passed HB 2261 on a 5-3 vote with one absent.
The committee then unanimously or near-unanimously advanced HB 2173, which allows tax officers and taxpayers to use electronic responses for notices of proposed correction and notices of claim unless certified mail is required. County assessors supported the bill as a modernization that could reduce delay, paper, and postage costs, and members discussed whether the statute should require periodic reauthorization of email contact. HB 2120, which adds the Social Security Administration to the definition of competent medical authority for property tax disability exemptions, also passed, though one member voted present and another no while seeking more information about how it would interact with existing disability documentation requirements.
Two additional bills were also approved. HB 2786 would extend a tax deduction to gross proceeds from leasing or renting textbooks required by state universities or community colleges, including digital textbook rentals, and was supported as student relief and tax parity for rental versus physical books. HB 2792 would fully exempt from property tax the primary residence of a veteran with a 100% service-connected disability, and would treat a jointly owned primary residence as fully owned by the veteran for exemption purposes; assessors said the bill was a needed cleanup measure to clarify implementation. Both bills received strong support and were returned with do-pass recommendations, and the committee adjourned after completing the agenda.

Summary:
The committee heard several probate, family law, judicial, property, and contract-related bills. Senate Bill 1335, relating to decedents’ estates, would remove outdated references to a clerk’s certificate, allow courts to remove personal representatives on their own motion with notice by qualified delivery method, and add independent administrators to provisions that referenced only independent executors; an estate-planning attorney testified in support, and the bill was left pending. Senate Bill 1760, concerning guardianship transfer fees and procedures, was described as setting a $45 filing fee for transferred guardianship cases and clarifying completion and dismissal procedures; it received no testimony and was left pending. Senate Bill 2127 would shorten the eligibility period for retired judges to serve as visiting judges from eight years to six, restrict practice in their assigned region for two years, and require conflict-related certification; it also was left pending without testimony. Senate Bill 302 would shift the cost of a traveling probate judge to the requesting estate or parties rather than the county; one witness registered in favor, no one testified, and the bill was left pending.
The committee then considered a committee substitute for Senate Bill 252, which would clarify the parental presumption in conservatorship cases, require non-parents seeking relief against a parent to file an affidavit showing significant impairment to the child if relief is denied, require courts to state specific findings when overcoming the presumption, confirm the clear-and-convincing standard, and clarify that agreed prior orders do not defeat the presumption. The substitute was explained as consensus language from a work group, public testimony was reopened, and the bill was left pending. Senate Bill 1734, on deed fraud, would create a streamlined ex parte process for property owners to have fraudulent deeds declared void, modeled on the fraudulent lien statute; county clerk and title association representatives testified that it would provide a low-cost self-help remedy for a growing problem, and the bill was left pending subject to the chair. Senate Bill 1975 would prevent Texas contractors from being forced to litigate disputes in foreign jurisdictions and require disputes to be handled in the county where the project is located; it was presented as a repeat of a previously vetoed bill and was left pending.
Finally, the committee took up a substitute for Senate Bill 1940, concerning transfer-on-death style beneficiary designations for manufactured homes. The substitute would allow one or more beneficiaries instead of only one, transfer the interest to surviving designated beneficiaries who survive by 120 hours, extend the application period for transfer to 365 days, void the designation if not timely filed, and require mailing by certified or registered mail with return receipt requested. The substitute was adopted without objection. The committee then recessed subject to the call of the chair.
