The bill was described as clarifying that housing policies or practices can violate the law even without discriminatory intent if they have an unjustified discriminatory effect on a protected class, using a burden-shifting test similar to federal law. The sponsor and DHSA said the measure was intended to preserve fair housing protections amid uncertainty at the federal level, and an additional amendment was discussed that would delay implementation for 180 days and require DHSR, with DSA and stakeholders, to conduct outreach, education, and training.
Public testimony was divided. Supporters, including Housing Alliance Delaware, YWCA Delaware, and the Delaware Human and Civil Rights Commission, said the bill would protect against discriminatory outcomes, align state law with longstanding fair housing principles, and preserve recourse if federal enforcement changes. Opponents and housing-provider groups, including the Delaware Association of Realtors, Greater Wilmington Housing Providers, and the Delaware Apartment Association, argued the bill could create liability for neutral policies, rely on statistical outcomes landlords cannot easily measure, and increase litigation and costs; several asked for more time, a right-to-cure process, or further amendments. The committee adjourned without taking a formal vote.

He described the bill as a framework for autonomous and supervised clinical AI to address Idaho health care shortages, with licensing through a new autonomous medical practice board, human oversight requirements, disclosure to patients, reporting and auditing provisions, and a sandbox period for new systems. Members asked about scope, oversight, board appointments, and safety concerns, and the committee voted to hold HB 945 in committee subject to call of the chair.
House Bill 947, sponsored by Representative Crane, proposed limiting purchases of single-family homes by REITs and hedge funds in order to preserve starter-home ownership for Idaho families. Crane said the bill was aimed at large institutional investors and not small Idaho businesses, and noted that a prior foreign ownership provision had been removed. Members raised questions about supply and demand, whether similar laws exist in other states, and possible unintended consequences; the bill was also held in committee subject to call of the chair.
The committee then considered Senate Bill 1247, which would require E-Verify for state and local governments and for private employers with more than 150 employees that contract with the state for over $100,000, beginning January 1, 2027. Supporters said it would create a uniform verification standard for taxpayer-funded work and rely on existing federal infrastructure, while critics questioned the employee threshold, rulemaking authority, and whether the bill should be further refined. A motion to hold the bill failed, a motion to send it to the floor with a due pass recommendation also failed, and the committee ultimately voted 13-5 to send SB 1247 to general orders.

The Senate Health Policy Committee received updates from the Agency for Health Care Administration and the Department of Health on implementation of 2024 health care laws. AHCA reviewed progress on workforce and reimbursement measures in Senate Bill 7016 and related bills, including FRAME and TEACH funding, graduate medical education reporting, behavioral health teaching hospitals, acute hospital care at home, advanced birth centers, non-emergent care access plans, and rural emergency hospitals. Agency officials said several programs are already operational or have begun payments, while others are still in rulemaking, federal approval, or report-preparation stages. Senators asked about timing, funding reversion concerns, and whether appropriated dollars would be spent on schedule, especially for behavioral health teaching hospitals and the new birth center category.
The Department of Health then reported on practitioner licensure and public health programs. MQA described implementation of the Interstate Medical Licensure Compact, the Mobile Act licensure pathway, massage therapy enforcement changes, background screening expansion, liposuction safety requirements, pharmacist HIV post-exposure prophylaxis authority, and chiropractic dry needling. Public health staff updated the committee on FRAME and dental loan repayment, the Sinati screening grant program, the cancer research and innovation changes, the health care innovation council and loan program, the pediatric rare disease grant program, telehealth maternity care expansion, newborn screening for congenital CMV, the sickle cell registry and grants, and the swimming lesson voucher program. Members focused questions on how practitioners were being recruited to underserved areas, the pace of licensure approvals, and whether new programs were on track to use appropriated funds.
The committee also heard a lengthy update from the Office of Medical Marijuana Use. The director reported more than 900,000 qualified patients, real-time seed-to-sale tracking now integrated across most dispensaries and labs, and ongoing compliance work on product testing, advertising, diversion, and patient safety. Senators questioned the decline in qualified physicians, how THC potency is labeled and verified, and what the agency can do about diversion to non-patients. The director said the office relies on complaints, inspections, lab audits, and coordination with law enforcement, and that patients can be suspended if violations are confirmed.
