Summary: The Assembly convened after a quorum call, offered prayer and the Pledge of Allegiance, and then spent much of the early session on guest introductions recognizing students, interns, advocacy groups, sorority members, and other visitors. Members also noted Assembly Member Castillo’s birthday and announced a later floor photo for members wearing denim. The chamber then moved to the Daily File and took up a series of bills and resolutions. Among the major actions, AB 2323 by Assembly Member McKinnor, on modernizing public notice while preserving transparency and due process, passed 57-0. ACR 149 by Assembly Member Hart, commemorating the 50th anniversary of the California Coastal Act and the Coastal Conservancy, drew extensive debate both in support and opposition before being adopted by voice vote, with 46 co-authors added. AB 2011 by Assembly Member Hart, codifying mental health parity standards, was also taken up, and AB 2691 by Assembly Member Addis, expanding disqualifying felony convictions for elected office to include sexual assault and human trafficking, passed 53-0. The Assembly also adopted HR 31 on Denim Day and Sexual Assault Awareness Month after lengthy testimony from members describing personal experiences and the need to support survivors. The body then approved several policy bills with broad support, including AB 1621 on housing permitting timelines (64-0), AB 1704 on studying the cost of low-embodied-carbon building materials and pausing standards if cost parity is not reached (58-0), AB 1916 updating the definition of certified interpreter to include ASL interpreters (59-2), AB 2559 on returning construction and demolition permit deposits when compliance is documented (61-0), AB 2663 as an urgency sunset extension for alcoholic beverage law (64-0 on urgency and measure), and AB 2731 expanding on-sale general alcohol licenses in Santa Cruz County (63-0). The Senate consent calendar was also adopted. The session ended with an adjournment in memory of Josado Dado Banatao, honoring his life, engineering achievements, and philanthropy, followed by a motion to adjourn until April 30 at 9 a.m.

Summary: The Committee on Local Government heard testimony on House Bill 3176, which would create a statutory framework for homeowners associations. Sponsor Rep. Koslow said the bill addresses quorum problems, allows defunct associations to revive, sets deadlines for election and covenant challenges, requires fidelity insurance, and expands recordkeeping and disclosure to members. Supporters said Missouri HOAs currently operate under a patchwork of outdated documents and laws, while opponents from the home builders and bankers groups warned the bill could interfere with development interests, create burdens, and increase risk or fees. Committee members raised concerns about fairness, homeowner rights, and whether the bill would override stricter local subdivision standards; no action was taken on the bill during the hearing. The committee also heard House Bill 3277, a local public safety tax measure for Northwoods. Rep. Fountain Henderson said the city needs the tax to upgrade police equipment and support public safety, and members noted the city’s retail center and voter approval requirement. The hearing then moved to House Bill 3143, which would allow counties to place a quarter-cent sales tax on the ballot for senior services. Rep. Parker and supporters from senior services organizations said the measure would help fund Meals on Wheels, transportation, nutrition centers, in-home care, and other aging services, especially in rural areas with limited funding and transportation. Some members questioned the breadth of spending authority, oversight, and whether a sales tax would shift costs onto seniors, but the bill drew supportive testimony overall. In executive session, the committee voted House Bill 2732 do pass by 13-1 and House Bill 3028 do pass unanimously. It then took up House Bill 2431, a package of local tax authorization measures, adopted a substitute and amendment adding several city and county proposals, and voted the House Committee Substitute do pass by 13-1. The committee then adjourned.

The committee then moved to public hearings. House Bill 2307, sponsored by Rep. Hayden, would designate the Missouri Military Academy in Mexico as the official military academy of the state. The sponsor and supporters said the academy is active, nationally recognized, and important to tourism, recruitment, and the local economy. The academy president testified that it brings an estimated $20 million to $22 million in economic impact and employs 122 people, and other supporters, including alumni and staff, described its educational value and statewide visibility. Members asked about the closure of other military academies and whether the bill would bring tourism and help recruitment. House Bill 3264, sponsored by Rep. Johnson, would make Kansas City the barbecue capital of Missouri. The sponsor highlighted Kansas City’s barbecue history, meatpacking roots, signature styles, and major restaurants and events. Members joked about Kansas City versus St. Louis barbecue and discussed possible promotion, but no opposition was offered. House Bill 3074, sponsored by Rep. Fountain Henderson, would designate April 30 as William Lacy Clay Sr. Day. The sponsor and NAACP testimony emphasized Clay’s civil rights leadership, long congressional service, and legacy of public service and education, with support also noting plans for community and school observances. House Bill 1960, sponsored by Rep. Peters, would designate the smooth chanterelle as Missouri’s official state mushroom. The sponsor and a long list of witnesses from the Missouri Mycological Society, educators, and children testified that the mushroom is native, edible, easy to identify, ecologically important, and tied to Missouri’s hardwood forests and outdoor education. Members asked about safety, look-alikes, and whether it was hallucinogenic; witnesses said it is not psychoactive and is generally safe when properly identified. The chair closed by praising the testimony and indicating support for advancing the bill, and the committee adjourned after concluding the hearing on HB 1960.

House Bill 2409 was approved 14-0, House Bill 2654 was approved 15-0, and House Bill 2747 was approved after adoption of a House committee amendment and substitute, also by a 14-0 vote. The committee then moved into public hearing on House Bill 1915, which would regulate payment practices in private construction contracts. Representative David Castile, the sponsor, said the bill was intended to ensure timely payment to contractors, subcontractors, and suppliers, limit abusive contract clauses, and require written notice before withholding payment. He emphasized that it was aimed at larger private projects and not owner-occupied residential work. Testimony on HB 1915 was mixed. Supporters, including electrical, mechanical, and subcontractor associations, said delayed payment is common, especially for smaller firms, and argued the bill would improve cash flow and reduce the need for liens. Opponents, including general contractors and home builders, said the bill as filed was too restrictive, especially the seven-day downstream payment deadline and the limits on withholding and termination rights, and warned it could increase costs and burden small builders. Several witnesses said they were working with the sponsor on a committee substitute to more closely mirror Missouri’s public prompt pay law and to clarify the residential exemption. The committee then heard House Bill 2151, which would raise income eligibility limits for the Fast Track Workforce Incentive Grant from $40,000 to $50,000 for single filers and from $80,000 to $100,000 for joint filers. Representative Travis Wilson said the change was meant to reflect inflation and expand access for adults changing careers, apprentices, and other eligible students. Supporters from community colleges, chambers of commerce, and workforce groups said the program is working well, is budgeted, and helps fill workforce needs; one witness cited strong completion and retention rates among recipients. No opposition was presented, and the hearing concluded with adjournment of the committee.
