  • So I would appreciate your support. Let me just say, for the record, you have my full support.
  • So thank you for your time today and your support for this bill.
  • Anyone else in support of this measure? All right, seeing no other.
  • Senate bill 961, and I'm also not supporting HB308.
  • Do we have anybody else here in support? Anyone else in opposition?
Summary: The Commerce Committee first took up House Bill 1845 in executive session and voted it do pass unanimously. The committee then moved into a public hearing on House Bill 3080, sponsored by Representative Riggs, which was presented as a technical/emergency fix to restore Missouri’s historic preservation tax credit provisions after a court ruling invalidated prior legislation because of unrelated “chicken coop” language. Riggs said the bill was needed to protect more than $300 million in projects already underway and noted companion legislation was moving in the Senate. Committee members expressed support and emphasized the importance of historic redevelopment, especially in St. Louis and other communities. Supporters testified that the bill would stabilize financing for projects already in progress and preserve a key tool for redeveloping vacant historic buildings, schools, theaters, and other properties statewide. Witnesses described specific projects including Delmar Devine in St. Louis, a vacant school in Hermann, the Englewood Theater in Independence, Cooper House, and Elliott School, explaining that tax credits were essential to making the projects financially feasible and to leveraging private investment, grants, and other financing. Several speakers said the credits help address housing shortages, neighborhood blight, and community revitalization, and that uncertainty after the court ruling was threatening construction and financing commitments. One witness, Arnie C., testified in opposition, calling the measure a corporate giveaway and arguing the state could not afford the program. Committee members responded that the bill was a corrective measure, not an expansion of credits, and that it was necessary because projects had already been approved and were in various stages of completion. After hearing testimony from supporters, one opponent, and no additional witnesses, the chair closed the hearing on House Bill 3080 and adjourned the committee.

Summary: The House opened with prayer, the Pledge of Allegiance, approval of the prior journal, and a series of guest introductions, including the day’s Doctor of the Day and many school board members and students visiting for Arizona School Board Association Advocacy Day. Members repeatedly highlighted concerns about school facilities funding and welcomed local education leaders from across the state. The chamber then moved through attendance, committee assignments, and a large number of Senate and House bill readings and referrals. A major portion of the day was spent in Committee of the Whole considering numerous bills and amendments. Among the most notable was SCR 1054, a memorial resolution honoring former Arizona Attorney General Mark Brnovich, which was unanimously adopted after remarks praising his public service and consumer-protection work. The House also considered HB 2728 on Department of Economic Security continuation and policy changes; after divided-question debate and a recorded division vote, the amended bill received a do-pass recommendation by 32-25. Other bills receiving do-pass recommendations in committee included measures on school safety center funding and governance (HB 2142), school board training (HB 2379), HOA disclosure reforms (HB 2397), credit freezes for foster youth (HB 2321), and several health and human services and judiciary measures. The House then took up third-reading votes on several bills. HB 2053, appropriating money to the Department of Water Resources, passed 32-24; HB 2175, on sentencing, failed 25-31; HB 2327, on records confidentiality, passed 54-2; HB 2416, appropriating money to the Department of Public Safety, passed 33-23 after debate over immigration enforcement funding; HB 2492, relating to urban growth boundaries and initiative/referendum effects, failed 27-29; and HB 2805, making school board races partisan, passed 31-25 despite strong opposition from members who argued school boards should remain nonpartisan. The transcript ends with the House continuing through additional business and votes.

Summary: The joint House Ways and Means and Senate Finance committees met to hear identical Arizona tax conformity bills, HB 2153 and SB 1106, which would conform state tax law to the federal Internal Revenue Code as of Jan. 1, 2026, with some provisions applied retroactively to tax year 2025. Staff explained that the bills exclude the federal senior deduction for those 65 and older, the higher state and local tax deduction, and the new car loan interest deduction, while including a $6,000 retirement-income deduction for taxpayers 60 and older, a $6,000 Roth IRA contribution deduction, a higher dependent tax credit, and a deduction for child and dependent care expenses above the federal credit. The JLBC fiscal note estimated a $441.3 million general fund revenue loss in FY 2026, and members discussed that this was roughly the same as full conformity because the bill’s adjustments offset some of the federal changes. Bill sponsors and supporters argued the measure should be enacted early to give taxpayers and tax preparers certainty before filing season, noting that the Department of Revenue had already issued forms assuming conformity and that delay could force amended returns. They said the bill reflects a negotiated package that preserves most of the federal tax relief while tailoring it for Arizona, especially by lowering the senior deduction age to 60 and replacing the auto loan deduction with family-focused provisions such as the higher child credit and child care deduction. The Arizona Society of CPAs and the Arizona Free Enterprise Club supported the bills, emphasizing the need for early conformity and fewer filing complications. Opponents, including Save Our Schools Arizona, the Arizona Center for Economic Progress, Opportunity Arizona, and several individuals, argued the package would reduce state revenue, worsen the structural deficit, and mainly benefit higher-income taxpayers and corporations. Some witnesses criticized the inclusion of federal school-choice-related provisions and warned about uncertainty around future federal guidance, while others said the bill should not move ahead before the budget process. Members also debated whether taxpayers would need to file amended returns if the state later diverged from the Department of Revenue forms, and whether the senior and child care provisions were targeted or equitable. The transcript ends during public testimony, with no final committee vote or action shown.

Summary: The committee first heard House Bill 412 HD1, which would expand the definition of lobbying to include certain communications with high-level officials about procurement decisions and create presumptions regarding lobbying on behalf of private clients. The State Ethics Commission and State Procurement Office supported the measure, saying it would improve transparency and align Hawaii with other states, while the Hawaii Primary Care Association opposed it over concerns that employers and others could be swept in too broadly. No public testimony or questions led to any action on the bill during the hearing. The committee then took up House Bill 131, which would allow agencies to disclose government records to researchers for certain research purposes and clarify the Office of Information Practices’ rulemaking authority. OIP and the Public First Law Center supported the bill, arguing it would create uniform standards and that concerns could be handled through rules. The University of Hawaiʻi system, DBEDT, DHS, DLNR, and others raised concerns about the breadth of the terms “research” and “researcher,” privacy, confidential information, and possible misuse; Hawaiian Electric also warned about access to sensitive infrastructure information. Members questioned whether the bill was premature and whether definitions should be narrowed in statute, and OIP said it would consider working with agencies and the University on clearer definitions. House Bill 792 HD1, relating to the Office of the Legislative Analyst, drew no testimony beyond a late written support from the Hawaii Children’s Action Network, and the committee moved on without discussion. The committee then heard House Bill 1424, which would restrict transfers between appropriated funds for positions and operating expenses. Budget and Finance explained that current practice allows transfers from payroll to other current expenses when there are savings, but legislative appropriations for specific purposes must still be spent for that purpose. Several agencies expressed opposition or concerns, saying the bill could reduce flexibility, especially in response to federal funding changes or vacant positions, though members emphasized transparency and accountability. Budget and Finance suggested a reporting approach instead, and the committee discussed quarterly reporting as a possible alternative. Finally, the committee began House Bill 1153 HD1, which concerns funding adjustments for state programs and capital improvement projects and establishes a protocol fund. Budget and Finance, DAGS, and the State Procurement Office supported the measure, while the General Contractors Association and several construction-related groups opposed section two, arguing it would undo recent procurement protest-bond safeguards adopted in Act 162. The hearing then moved on toward House Bill 1297, but the transcript cuts off before that bill was fully discussed.
