The committee then took up and mostly advanced a large number of measures, including bills on tourism revenue, county health officers, library boards, soil erosion control, child maintenance after DWI fatalities, initiative petitions, foreign law, post-conviction relief, property development applications, local taxation, child care licensing, administrative rules, workforce training grants, water resources, judiciary offenses, water service line fees, hospital zones, prepaid wireless emergency charges, a commemorative day, disabled veterans’ property tax credits, unemployment administration, school district operations, military leave, health care provider networks, mobile food vendors, school emergency response devices, compensation for property owners in certain cities, young driver offenses, insurance regulations, tax credit cleanup, public water supply districts, downtown redevelopment incentives, workplace violence prevention in health care, pass-through entity taxation, county development disability resource board levies, county finances, and a civic recognition resolution. Most of these passed unanimously or with only a few dissenting votes; HB 1734 failed 5-6, and HB 2291, HB 2124, HB 2139/2175, HB 2254, HB 2693, HB 2699, HB 2767, HB 2933, HB 32110, and HB 3220 each drew some opposition or abstentions. Several bills prompted discussion. HB 2933, dealing with school district operations, was explained as banning seclusion rooms and restraints in response to a DOJ probe; it passed 10-1. HB 3174, on emergency responses in schools, would provide wearable panic buttons subject to appropriations, and members discussed funding and whether it created an unfunded mandate; it passed 11-0. HB 2877, on unemployment administration adjustments, was clarified as shifting existing unemployment tax money for administrative funding without adding cost to employers, and it passed 11-0. HB 3383, on nonprofit corporations’ hiring practices and signature gathering for initiative petitions, was described as requiring E-Verify for certain signature gatherers; after questions about burdens on employers and election process concerns, it passed 9-0 with two present. The committee also advanced HCR 52 encouraging participation in America 250 celebrations and HCR 31 creating a Seal of Civic Recognition Award. At the end, the committee took up House Committee Substitute for Senate Bills 1066 and 1088, a property taxation measure, and it was given a due pass recommendation. Chair Cupps thanked the sponsors who stayed through the lengthy hearing and said the committee might meet again later in the week, likely Thursday, before adjourning.

Summary: The Information Technology Oversight Committee met with a quorum, approved the prior meeting minutes, and then heard a presentation from Leadcore representatives Jimmy Bird, Mike Murray, and Rebecca Moss on the Kentucky Wired network. Leadcore described its role as the design-builder and service provider under the KCNA contract, saying the network was built with roughly 13,200 feet of fiber, mostly aerial, and that the use of non-armored cable was a Kentucky-side decision made to reduce cost. They also said aerial construction and non-armored cable increase maintenance challenges, including storm damage and squirrel-related damage, and reported FY25 service activity of 104 break-fix events, 30 maintenance replacements, 64 storm-damage events, and nearly 13,000 feet of fiber replaced to date. Committee members questioned whether the original project anticipated this level of replacement and whether any forecast existed for maintenance under non-armored cable. Leadcore said it did not do a formal forecast and could not say whether the replacement rate was above or below norms, though it acknowledged the decision not to use armored cable came from the Kentucky side of the contract. Members also asked about whether replacements caused network degradation; Leadcore said it tries to replace cable at existing splice points to avoid degradation and, where needed, uses armored cable for replacement sections going forward. The committee then explored Leadcore’s relationship with Excel and KCNA. Leadcore said it has a service-level agreement for KCNA-related fibers but not for dark fibers used by Excel, and that Kentucky Wired fibers get priority on service requests. It said outages are reported through a 1-800 number and that it was not aware of any access problems to the huts. On the tech refresh, Leadcore said its understanding is that maintaining the network is its responsibility, but the technology refresh is not; it said only a very limited amount of refresh has occurred and that this did not match the original contract intent. Leadcore also said it had not been asked to defer maintenance. The chair closed by saying the testimony would inform a committee report and that he intended to recommend clawing back or withholding some previously authorized Kentucky Wired and refresh funding until an audit is complete, with the committee to vote on a report later.

Summary: The House Appropriations Committee met on April 27 and first took up House Bill 175 and its companion House Bill 165, both dealing with lottery proceeds for veterans. HB 175 was amended to create a Veterans Service Grant Board within the Department of Veterans Affairs and direct $500,000 annually from Louisiana Lottery net proceeds into a Veterans Service Grant Fund, with unused money returned to the lottery proceeds fund that supports the MFP. Some members questioned whether local standards already existed and how enforcement and funding would work, while others supported the need for statewide minimum standards for human housing. The committee adopted the amendment and reported HB 457 favorably as amended. House Bill 488, by Representative Brough, sought to create a Belle Chasse Bridge Merit-Based Special Fund using recurring severance tax revenues from Plaquemines Parish to help buy out the Belle Chasse toll bridge and end what the sponsor described as excessive tolls and fees. He and several local witnesses, including business owners, a YMCA representative, and a parish council member, testified that the tolling arrangement had harmed access, businesses, and quality of life. The committee adopted a technical amendment clarifying the revenue source and then reported HB 488 favorably as amended. House Bill 566, which would prohibit state funds from supporting net-zero greenhouse gas initiatives tied to the 2022 Louisiana Climate Action Plan, drew significant debate over whether it would interfere with agency funding and economic development efforts; the sponsor argued the plan lacked legislative approval and should be repudiated, while members urged caution and suggested hearing from affected agencies. The sponsor agreed to consider deferring the bill, and the committee did not advance it at that time. House Bill 603, a constitutional amendment authorizing investment of state funds in digital assets and precious metals, was discussed as a way to hedge inflation and preserve value; members asked about limits and safeguards, and the bill was reported favorably.
