Members also approved SB 1286 clarifying that ordinary unsupervised childhood activities, such as biking or playing outside, do not by themselves constitute neglect unless reckless, and SB 1318, a hands-free driving bill that renames the texting-while-driving law, expands the handheld-device prohibition, and adds penalties for handheld use in work and school zones and for certain serious crashes. The hands-free bill prompted the most debate, with supporters citing crash and fatality data and families sharing personal losses, while opponents raised concerns about enforcement, civil liberties, and potential disparate impacts on lower-income and minority drivers; the bill was still reported favorably after amendments. Additional measures reported favorably included SB 14 and SB 20, two claims bills for injuries and deaths involving local governments, and CS for SB 68, which updates health facilities authority financing rules to reflect modern hospital structures. The committee also approved CS for SB 172 on health care practitioner specialty titles and designations after adopting an amendment protecting CRNA titles; the bill generated questions about whether licensed practitioners with doctoral degrees may still use the title doctor under their practice acts. Throughout the meeting, most bills were adopted without opposition, and the committee repeatedly voted to report them favorably.

The Senate then passed SB 168 on public nuisances, expanding nuisance law to include gambling establishments and increasing penalties; SB 288 on rural electric cooperatives, narrowing statutory ambiguity while preserving consumer protections; SB 292 creating a public records exemption for appellate court clerks and their families; SB 296 and SB 298 addressing domestic violence and dating violence, including a feasibility study for a secure alert system and expanded address confidentiality protections; SB 364 modernizing CPA licensure pathways; SB 386 creating protections for farm equipment purchasers; and several Open Government Sunset Review bills preserving or extending public records and meeting exemptions (SB 7000, 7002, 7006, 7008, 7012, 7014, and 7016). Most of these bills passed with little or no opposition, though some sunset-review measures drew a few dissenting votes. At the end of the session, the Rules Chair moved to waive rules and immediately certify all bills passed that day to the House, and the motion was adopted. The Senate also heard announcements about upcoming executive appointments, State of Black Florida Week events, and a motion to adjourn until the next meeting on February 4.

Michael McElroy, Brian Beller, Christopher Franklin, Dr. Michael Peck, and others also answered questions about the role of their boards and their experience with the institutions they would oversee. The committee voted on each nomination, with most receiving unanimous approval and a few passing with one or two dissenting votes. Notable vote totals included David McKenzie and Michael McElroy passing 9-2 and 10-1 respectively, while the rest of the nominees generally passed 8-0, 9-0, 10-0, or 11-0.
