They also described a 10-month-old THC ingestion case that resulted in a criminal abuse conviction, which they presented as an example without missed investigative opportunities. Committee members discussed possible policy responses, including creating a more specific criminal child abuse offense or clarifying existing abuse and neglect definitions to cover unsafe access to illegal drugs, while preserving room for true accidents and prescribed medications. Members also raised the need for statewide standardization in reporting, investigation, and medical response, and suggested the panel should be able to call in agencies such as law enforcement, DCBS, judges, and hospitals for closed-session review of selected cases. The panel chair said they were already pursuing meetings with LMPD and would provide Jefferson County-specific breakdowns, and members expressed interest in additional data and agency follow-up before considering legislation.

Most of these measures were reported favorably or favorably as amended, with little or no opposition. The committee also received an update on the Office of Louisiana Highway Construction from Representative Chesson, who said the office will assume control of about 4,000 miles of roadway and 2,000 bridges and has been moving projects quickly using internal procurement procedures. HB 1072, which reforms the office’s powers and emergency authority, was amended to narrow emergency provisions and clarify funding and reporting language, then reported favorably as amended. The final major item was HB 873, which would fund pursuit-intervention technology and training for law enforcement through a $2 fee on driver’s licenses; the bill was presented alongside emotional testimony from the widow and daughter of Sergeant Grant Candies and from a St. John the Baptist Parish captain, who argued the fee would help agencies buy safer equipment and obtain grant support. Carla Nelson Housley argued that more than 60 unfunded mandates have strained districts and said Senate File 3361 would temporarily let districts transfer funds between accounts and opt out of certain new mandates from 2023-24, with public board discussion and votes.
