The House also debated Senate Concurrent Resolution 123, recognizing the International Year of Rangeland and Pastoralists. Supporters framed it as a tribute to Idaho ranchers and rangeland heritage, while opponents objected to its connection to a United Nations initiative and raised sovereignty concerns. The resolution passed after a roll call vote of 39-28.
