It also reported preliminary data showing 42 jurisdictions operating red light cameras, with 496 cameras at 302 intersections and 923,133 notices of violation in fiscal year 2024-2025; for the newer school bus and school zone programs, the department said preliminary figures showed five active school bus programs and 40 active school zone programs, with prior-year totals of 61,150 school bus notices and 26,300 school zone notices. Senators asked about camera placement, school zone requirements, review procedures, and whether law enforcement or third parties are involved in reviewing violations.
The committee then received an update from FDOT Secretary Jared Perdue on the Moving Florida Forward Infrastructure Initiative, which used $4 billion in general revenue to advance a $7 billion package of 20 major congestion-relief projects. He said the department has used innovative delivery methods, including modified phased design-build, voluntary acceleration, and structured acceleration, to move projects forward faster and control costs. Industry partner Jim Albright of Comdell testified that the college has been essential to the local manufacturing workforce and that many employees and interns come from NDSCS.
A major topic was dual credit. Flanagan said dual credit is important but financially challenging, noting that only a small share of dual credit students ultimately matriculate to NDSCS and that the college’s dual credit model is close to break-even. He explained that many dual credit credits are general education rather than CTE, and that the college pays instructors, supports high schools, and absorbs indirect costs. Williston State College President Bernal Herning added that his institution loses money on the front end but has shifted toward helping students complete associate degrees before high school graduation because many go directly to work after high school. Committee members questioned how dual credit is delivered, how instructors are qualified, and whether students are truly doing college-level work.
The committee then received a University System presentation from Jamie Wilkie on the cost of delivering dual credit statewide. Wilkie explained the methodology used to allocate direct and overhead costs and said the analysis shows dual credit is not profitable at several institutions once tuition, instructor payments, and overhead are included. Members asked how much of the cost is borne by students, families, and the state, and whether K-12 funding should also be considered. Discussion also covered the difference between subsidized and unsubsidized dual credit, payments to high school teachers or schools, and the possibility of waiving tuition in the future. No votes were taken, and the committee mainly gathered information for the ongoing dual credit cost study.

Supporters argued the bill restores options for clients seeking faith-based counseling and said it does not use taxpayer funds or impose religion; members emphasized the voluntary nature of the program. The bill passed 24-0. HB 569 would change how the Agency for Persons with Disabilities organizes forensic client services by grouping clients based on clinical needs rather than legal charges, which the sponsor said would improve efficiency and reduce duplication. The agency and Florida Smart Justice Alliance supported the bill, and it also passed unanimously, 24-0. The committee then adjourned.

Public testimony from a visually impaired resident and a deaf resident emphasized barriers such as CAPTCHAs, inaccessible PDFs, employment forms that screen out applicants based on driver’s license status, shortages of interpreters, and the need for video remote interpreting and video relay services, along with training for users and agencies.
Finally, the committee heard a final report on the study of child care provider licensing from HHS Early Childhood Director Kay Larson. The report summarized provider input and committee discussion on simplifying North Dakota’s child care licensing structure, reducing administrative burden, and balancing that with health and safety standards. Key topics included licensing categories, child care assistance eligibility, food program sponsorship, staff qualifications, training requirements, ratios and group size, age bands, and preschool exemptions. The committee’s recommendations included streamlining to three provider types plus a preschool designation, revising ratio and age-band rules, and carrying forward certain preschool outdoor-space exemptions. Larson noted that any changes would require statutory changes, rulemaking, and a transition period before new licensing rules could take effect.

The speakers said the last KPDI round drew $81 million in requests but only $35 million in available funding, and they urged lawmakers to consider whether additional funding or program adjustments are needed. Suggested changes included modestly increasing eligibility or funding flexibility for rural and eastern Kentucky, while maintaining third-party performance metrics, and continuing to prioritize finishing existing parks and creating strong regional sites.
