Summary: The Joint Committee on Labor and Workforce Development held a hybrid public hearing with testimony on a wide range of labor, workforce, unemployment insurance, apprenticeship, disability services, farm labor, hospital staffing, and workplace harassment bills. Chairs Jake Oliveira and Paul McMurtry outlined hearing procedures, limited testimony to two minutes, and noted written testimony would be accepted after the hearing. Committee members and staff were introduced throughout the session as witnesses arrived in person or remotely. A major portion of the hearing focused on unemployment insurance legislation. Greater Boston Legal Services, the AFL-CIO, and Rep. Joan Meschino supported bills to adjust UI eligibility for workers with fluctuating schedules and to streamline waivers and write-offs for non-fault overpayments, arguing the current system unfairly denies benefits or burdens workers who were not at fault. They also backed bills calling for more oversight and resources for the Division of Unemployment Assistance, citing persistent delays in benefit payments. NFIB opposed the UI changes, warning that the trust fund is headed toward insolvency and arguing the bills would worsen the system’s finances. Rep. Meschino and committee members emphasized that the proposals were meant to protect good-faith claimants and did not apply to fraud. Another large set of bills addressed wages, workforce development, and working conditions. Testimony supported raising and modernizing direct care wages to address severe staffing shortages in human services and disability services, with advocates from the Massachusetts Developmental Disability Council, The Arc of Massachusetts, parents of adults with disabilities, and a direct care worker describing how low pay and turnover harm people needing support. The committee also heard support for apprenticeship-related bills from the AFL-CIO and the Carpenters, while Associated Builders and Contractors opposed mandatory apprenticeship ratios and urged changes to align them with licensing laws. Farm worker advocates supported a bill to raise farm labor standards, including minimum wage, paid breaks, and paid time off, while the Farm Bureau opposed parts of it beyond the minimum wage increase. The hearing also featured testimony on workplace harassment training, overtime protections, hospital mandatory overtime, suicide prevention signage on construction sites, and a proposal to update the Massachusetts Medical Society’s mission language from “citizens” to “people.” Labor groups, educators, and compliance trainers strongly supported mandatory annual sexual harassment training, saying it would improve workplace culture and reduce harm. SEIU 1199 supported extending the hospital nurse mandatory overtime ban to the broader hospital workforce. Witnesses on the suicide prevention bill described personal losses in construction and recovery work and urged posting 988 information on job sites. The committee took no votes during the hearing; witnesses repeatedly asked for favorable reports, and members asked follow-up questions on UI calculations, apprenticeship ratios, small-business impacts, and emergency exceptions for hospital staffing.

Summary: House Republican leaders, led by Speaker-designate Lisa Demuth and Majority Leader Harry Niska, outlined their priorities for the upcoming Minnesota House session and said they intend to use an organizational majority to advance their agenda. They said their focus will be on stopping fraud, making government more accountable, reducing taxes and fees, and addressing affordability, energy costs, public safety, education, and permitting reform. Specific proposals mentioned included repealing the tax on Social Security benefits, rolling back automatic gas tax increases, repealing the nuclear moratorium, and changing state programs they said should be limited to people in the country legally. A central theme was the creation of a new House committee on fraud and agency oversight, which Republicans said will have subpoena power and be chaired by Rep. Kristin Robbins. They said the committee will investigate known fraud, review agency internal controls, and press agencies for information on staffing, office space, and cost savings. Rep. Jim Nash also described a proposed “fraud note” scoring system to rate agencies on whether they have implemented Office of the Auditor’s recommendations, with the goal of informing appropriations decisions. On education and public safety, Niska said Republicans want fewer mandates and higher standards in schools, citing low reading and math proficiency, and leaders said they want stronger accountability for repeat and juvenile offenders. They also said they expect committee chairs to be Republican, may reduce Democratic committee seats if Democrats do not show up, and are not planning a power-sharing agreement unless the chamber returns to a true tie. They discussed the pending court case involving Rep. Brad Tabke, a possible recall process for absent legislators, remote voting rules, and a special election timeline, while insisting they expect Democrats to appear on the first day of session and that they will proceed with organizing the House and electing a speaker on January 14.

Summary: The Senate considered a series of amendments to a supplemental appropriations bill and related measures, with several adopted and several rejected or withdrawn. Early amendments on equitable approaches to public safety and a Holyoke local account clarification failed, while amendments providing $2.5 million for Massachusetts League of Community Health Centers technical assistance and expanding access to gender-affirming medications and mifepristone were adopted. The chamber also adopted a technical amendment on alternative protein grants, a clarification to ETF modernization, and an energy storage systems amendment. Other proposals on homeowner protections, La Casa funding, emergency contract reform, an energy dashboard, EV charging ratepayer impacts, hate crimes, distressed hospital payments, and task force membership were rejected or withdrawn. A substantial portion of the debate focused on health care, food assistance, and public safety. Senators spoke in support of funding for community health centers, hospital relief, and EBT anti-skimming protections, including $15.5 million for chip-enabled EBT cards and related replacement-benefit support. One amendment to strengthen protections against impersonating federal officers was rejected, while another on professional protections was withdrawn after discussion of ballot address privacy and security concerns. The Senate also adopted amendments to continue prior appropriations for a North Shore food pantry and drought management efforts, and it later approved a sick leave bank for a Department of Mental Health employee. The chamber then took up the fiscal year 2025 fair share supplemental budget conference report, which Ways and Means described as $1.39 billion in spending split between transportation and education, including MBTA improvements, Chapter 90 aid, regional transit authorities, special education circuit breaker reimbursements, higher education deferred maintenance, and career technical education capital grants. After a roll call, the bill passed, with one recorded negative vote. The Senate also adopted a separate Ways and Means amendment and ordered the bill to third reading before final passage. The session ended with adjournment motions and a moment of silence honoring Melissa and Mark Hortman and other victims of political violence, along with a memorial adjournment for firefighter Jeffrey DeSanchez.

Summary: The Joint Committee on Public Service held its 21st hearing of the 194th General Court to consider late-filed bills, with testimony focused mainly on three measures. The largest portion of the hearing concerned H. 5429/H. 6138, Governor Healey’s bill to ensure Chelmsford firefighter Nicholas Spinelli receives full injured-on-duty pay and benefits after being seriously injured while instructing at the Massachusetts Firefighting Academy. Legislators, the Professional Firefighters of Massachusetts, Chelmsford Fire officials, and family members described the injury, the gap in coverage created by his dual status as a Chelmsford firefighter and academy staff member, and the need for a broader statewide fix for similar situations. Committee members expressed support and noted the bill should be treated like existing protections for police officers injured while working outside their home municipality. The committee also heard testimony on a Topsfield home rule petition, H. 545, allowing Police Chief Neil Hovey to remain in service until age 68 or until relieved by the select board. Supporters said Hovey is a strong regional leader, has helped prepare for major public safety events like the Topsfield Fair, and should be retained because of his experience and fitness. Members and local officials urged favorable passage, and no opposition was raised. A third bill, S. 3051, would provide certain retirement benefits to the surviving spouse of Uxbridge Police Officer Stephen LaPorta, who died while assisting a stranded motorist during a winter storm. Senator Ryan Fattman, Representative Joe McKenna, the Massachusetts Coalition of Police, and others spoke in support, emphasizing the officer’s service and the impact on his family. The town of Uxbridge was said to support the measure. At the end of the hearing, no additional testimony was offered and the committee voted to adjourn.
