He said the road is maintained by the town in winter and by the state in summer. An opponent, Anne Davis, testified that she opposed the bill, saying ATV use should be treated as a tool for forest management rather than recreation, that law enforcement capacity in Windsor was a concern, and that she believed affected residents should be fully notified before any approval. No vote or final action was taken in the portion provided.
