Summary: The Senate Labor and Commerce Committee opened its 2026 session with member introductions and a work session on the Employment Security Department’s structure and programs. ESD officials described their roles and reviewed paid family and medical leave, WA Cares, unemployment insurance, workforce services, and agricultural worker outreach. Senators raised concerns about call volume, program solvency, fraud detection, employer access to information, and whether workers can receive leave benefits while working other jobs. ESD said WA Cares is in a limited pilot, PFML has seen rapid growth, UI trust fund solvency is projected to be near the statutory trigger level, and they would follow up with more detailed information on eligibility, fraud referrals, and employer scenarios. The committee then heard Senate Bill 5292, which would replace the current PFML rate-setting formula with a forward-looking actuarial model and require a four-month reserve beginning in 2030. Supporters, including the sponsor, JLARC staff, labor advocates, and employer groups, said the change would improve stability and follow JLARC recommendations; opponents warned it could lead to higher payroll taxes and argued the program is already too costly. The chair said she intended to keep the bill narrow as it moved forward. The committee also heard Senate Bill 6014, a technical bill on pregnancy-related accommodations that would preserve the ability of pregnant workers to request certain accommodations without a doctor’s note and create a public records exemption for sensitive complaint and investigation records; the sponsor and supporters said it corrects a drafting error and protects privacy. Next, the committee heard Senate Bill 5972, which would remove the population threshold limiting interest arbitration for correctional officers in jails, and Senate Bill 5869, which would make permanent and expand from residential to all building construction sites a requirement that L&I notify employers or owners within 10 working days when a hazard is identified. Correctional officers’ representatives and labor groups supported SB 5972 as a fairness and safety measure, while the sponsor said it would create consistency across jurisdictions. Construction industry groups supported SB 5869, and L&I said it had no concerns but wanted the bill kept narrow; the chair noted the bill’s purpose was to speed hazard communication. Finally, the committee heard Senate Bill 5874, which would allow ESD to waive penalties for minor errors in quarterly unemployment reports, especially missing SOC/job-title information. The sponsor said small businesses were being hit with unnecessary fines, and ESD said it had identified a sharp rise in penalties and was working with the sponsor on possible fixes. The committee adjourned after the hearings.

Summary: The Committee on Fiscal Policy met and considered a wide range of bills, including early learning and special needs funding (SB 1102), Israel bond investment authority (SB 1674), Parkinson’s disease research at USF (SB 1800), mental health and substance use disorder reforms (SB 1620), veterans nursing home beds (SB 788), securities regulation updates (SB 988), labor pool regulation (SB 1672), Alzheimer’s awareness (SB 398), educator preparation (SB 1590), student mental health reporting (SB 1310), specialty license plates (SB 824), financial institutions and IOTA-related issues (SB 1612), transportation facility designations (SB 1408), utility worker protections (SB 1386), DNA testing grants (SB 1072), the Council on the Social Status of Black Men and Boys (SB 364), housing support for former foster youth and homeless students (SB 584), sex offender registration changes (SB 1654), migrant vessel disposal (SB 830), commuter rail indemnification (SB 916), juvenile justice revisions (SB 1344), aggravating factors in capital cases (SB 984), and a criminal offender substance abuse pilot program (SB 1140). Most bills were explained by sponsors, often with supportive testimony from affected agencies, advocacy groups, or industry representatives, and several were amended before final action. The committee adopted amendments on many measures, including clarifications and effective-date changes for SB 1102; technical changes to SB 1620 implementing mental health commission recommendations; a delete-all amendment for SB 1620; an amendment to SB 988; a consumer-disclosure amendment on SB 1612; and multiple amendments to SB 1408, SB 364, SB 584, SB 1654, and SB 1344. SB 1672 on the Labor Pool Act drew extensive public testimony in opposition from worker advocates, who argued repeal would weaken protections for temp workers and formerly incarcerated workers, and the bill was temporarily postponed to a later meeting without a vote. Several bills received notable testimony in support, including SB 584, where former foster youth described housing instability and the importance of campus housing and federal voucher coordination; SB 1386, which was backed by utility and industry groups seeking stronger penalties for assaults on utility workers; and SB 984, which drew opposition from the Florida Conference of Catholic Bishops over expansion of death penalty aggravators. The committee also heard support and opposition on SB 1612 regarding IOTA interest rates and legal aid funding, with bankers and civil legal aid representatives disputing the proper rate structure and whether the bill conflicted with Florida Bar rules. At the end of the meeting, the committee reported all voted-on bills favorably, including SB 1102, SB 1674, SB 1800, SB 1620, SB 788, SB 988, SB 398, SB 1590, SB 1310, SB 824, SB 1612, SB 1408, SB 1386, SB 1072, SB 364, SB 584, SB 1654, SB 830, SB 916, SB 1344, SB 984, and SB 1140. Members also requested to be recorded on various bills, and the committee adjourned after noting one remaining meeting would be lengthy.

Summary: The Committee on Regulated Industries met for a panel discussion on current issues affecting Florida condominiums. DBPR Secretary Melanie Griffin highlighted the department’s expanded condo education, complaint, and ombudsman services under HB 1021, including new online resources, board member certification, increased outreach, and broader complaint jurisdiction. She said the division has filled most of its new positions and that the new condo website is intended to improve transparency and access to records and information. Other panelists focused on insurance, inspections, and market impacts. Insurance agent Mike Clarkson said the condo insurance market remains difficult, especially for older buildings, and raised concerns about roof replacement demands, Citizens’ depopulation practices, and the mismatch between reserve studies and insurer timelines. Building officials representative Ron Laceca described challenges with phase one and phase two inspections, including incomplete databases, limited contractor capacity, and the need for local flexibility and better recordkeeping. University of Florida researcher Bill Hughes said his data show the condo market has not suffered a major overall decline from the new laws; he argued the rules have made costs more transparent and may strengthen the market over time. Community association manager Jamie Ballard said the biggest pressures on associations are rising insurance costs and early roof replacement requirements, and she supported board certification while opposing the continuing education exemption for long-tenured CAMs. In committee discussion, members pressed witnesses on whether recent condo laws caused insurance and roof-cost problems, and witnesses generally said those issues are driven more by the market than by the legislation. Senators also discussed possible reforms, including better data collection, clearer reporting duties for managers, and possible changes to insurance and reserve practices. No votes were taken, and the meeting ended with adjournment.

Summary: The Military Affairs and Border Security Committee heard two veterans-focused bills. HB 2960 would create a Veterans Specialty Court grant program and fund to help cities and counties start, expand, and improve veterans treatment courts, with the Administrative Office of the Courts overseeing best practices, data collection, and reporting. It would also require the Department of Corrections to identify incarcerated veterans and share monthly information with the Department of Veterans’ Services so veterans do not lose contact with benefits and support services. The sponsor and a veteran testifying in support described the bill as a way to address underlying issues such as PTSD, substance use, and reintegration challenges through diversion and treatment rather than punishment. The committee also heard HB 2620, which would appropriate $300,000 annually from fiscal years 2027 through 2031 to the Arizona Department of Veterans’ Services for grants to large emergency shelters serving homeless veterans, including Central Arizona Shelter Services (CASS). Supporters said the funding would allow shelters to hire dedicated veteran case managers, provide flexible assistance, and move veterans more quickly into permanent housing. A CASS representative and a veteran who had stayed there testified in favor, describing the shelter’s veteran-specific services and the importance of stable, trauma-informed case management. Both bills received strong support from committee members, many of whom spoke personally about veterans treatment courts and homelessness services. HB 2960 was approved on a 6-0 vote with one member not voting, and HB 2620 was also approved 6-0 with one member not voting, each receiving a do-pass recommendation.
