Summary: The committee first took up House Bill 46, which would allow lottery winners of $1 million or more to remain anonymous. After brief discussion and a motion with a second, the committee approved the bill unanimously and sent it to the House floor. Members then heard House Bill 54, a workforce and education measure aimed at aligning dual credit and project-based learning with licensed construction trades and other high-demand careers. The sponsor and witness said the bill is intended to help students meet both education and on-the-job training requirements, address labor shortages, and speed entry into the trades. Several members raised concerns about possible abuse of internships, the need for input from unions and other trade groups, and the amount of authority left to the Department of Housing, Buildings and Construction to write regulations. The sponsor said the bill does not replace current hands-on training requirements and expressed willingness to continue discussions. The committee passed the bill, with some members explaining their votes as conditional or in hopes of further amendments. The committee also approved House Bill 261, which would let retired CPAs provide certain uncompensated services, such as nonprofit work, while retaining their CPA designation, and would create a retirement-based CPE waiver for those limited services. A question from Representative Donworth focused on how retired CPAs would disclose their status to nonprofits; the board representative said retired status is noted in board records, but there is currently no separate requirement governing use of the CPA designation. The bill passed. Finally, the committee considered House Bill 262, which would remove restrictions on small CPA firm names after an owner dies or retires. The sponsor said Kentucky is an outlier because current law requires the remaining owner to change the firm name. The bill passed unanimously. After that, the chair turned the gavel over to the vice chair and began presenting House Bill 306, which would change engineering education requirements for licensure, especially to help Eastern Kentucky University fire protection engineering technology graduates qualify for licensure in Kentucky rather than leaving the state. The sponsor and witnesses explained that the bill would not change the rest of the PE licensure pathway, only the education component, and said most other states already allow this route. Members noted that engineers may have concerns and encouraged continued discussions before the bill advances further.

Summary: The committee opened its sixth meeting of the 2025 Interim Joint Committee on Education, confirmed a quorum, recorded attendance votes, and approved the minutes. Chair Lewis reminded presenters to keep remarks brief because of the full agenda and limited time. The first presentation was from United Way of Southern Kentucky, with Anne Puckett, Craig Browning, and Warren County Schools Superintendent Rob Clayton introducing a regional early childhood initiative. The presenters argued that kindergarten readiness and early childhood support are critical to later academic and life outcomes. They cited research and statistics about brain development in the first five years, the effects of unprepared kindergarten entry, and links between low literacy, school discipline, dropout rates, and incarceration. They said their region’s readiness scores fell during COVID and after a tornado, and that the most effective response was in-home parent education to help families support children from birth to age five. They described the model as voluntary, community-based, and not requiring new buildings, and said similar programs have been successful in Missouri. The group said it had already raised more than $1 million in private donations and committed three years of funding for four additional staff, expanding service in Allen, Logan, and Warren counties. They requested $600,000 per year for the next two-year budget cycle to add 12 more educators, serve about 360 families and 660 additional children, and build evidence for a possible statewide model. Members generally expressed support for the concept, with Representative Tipton and Representative Jackson discussing a prior home-based preschool pilot and the importance of starting early. Representative Calloway questioned whether increased family chaos and government involvement justified the approach; presenters responded that the program uses community educators, not a government-run organization, and is aimed at helping overwhelmed families. Representative Stalker asked about eligibility and early intervention, and presenters said the program serves children from birth to age five and can help identify needs early enough to connect families with services such as First Steps.

Summary: The Senate Judiciary Rules Committee approved the minutes from its January 26, 2026, and February 4, 2026, meetings without objection. The committee then heard four RS requests from members of the Administrative Office of the Courts and senators, with no public testimony taken. Jason Spillman presented RS 33146, a court-initiated cleanup bill to remove an outdated reference to a no-longer-existing court rule in the mediation statute, and RS 33147, which would establish a statutory priority order for distributing partial payments in Juvenile Corrections Act cases. Both measures were described as ways to clarify court procedures and align payment handling with legislative direction. The committee moved both RSs to print. Senator Ben Taves presented RS 33394, a transparency proposal requiring labeling for products sold in Idaho that used fetal tissue in research or production. Senator Ricks said he would support printing it, and Senator Wintrow noted she expected debate on the benefits of biomedical research if the bill advanced. The committee voted to print the RS, with Senator Wintrow recorded as voting nay. Senator Dan Foreman presented RS 33405, which would require ignition interlock companies to notify the Idaho Transportation Department when a device is installed and prosecutors when a vehicle is prevented from starting, in order to improve accountability and track DUI-related court requirements. The committee moved the RS to print, and then adjourned after completing the agenda.

Summary: The committee began with a brief introduction of Dr. Ryan Tarver, a new postdoctoral researcher with a Ph.D. in environmental and society, and then introduced page Marley Johnson of Eagle High School, who said she plans to attend commercial flight school after graduation. Senator O’Connor noted his role on the Transportation Committee and invited her to coordinate if she is interested in airport-related tours or activities. The committee then considered three water-related RS measures. Senator Anthon presented RS 32-962, a follow-up to last year’s domestic well exemption legislation, explaining that implementation raised questions about subdivisions already in progress before the enactment date; the committee voted to introduce it. Paul Arrington of the Idaho Water Users Association presented RS 32-937, which would let water district patrons adopt a resolution to charge certain property-specific costs directly to the affected property rather than spreading them across all users; the committee voted to send it to print. Arrington also presented RS 32-938, which would change PERSI-related language from “irrigation districts” to “irrigation and drainage entities” to better match how the retirement system applies the law; the committee voted to introduce it. No testimony opposed the measures, and all three RS items were approved by voice vote. The committee then concluded its business and adjourned.

Summary: The House received a Governor’s message on fiscal year 2026 supplemental appropriations, which was referred to the Committee on Ways and Means. The Committee on Rules reported several resolutions, including honors for Abby Goodman, a resolution reaffirming Massachusetts-Taiwan friendship, recognition of the Cambodian-American community’s Khmer New Year celebration, and Elks National Youth Week; the House suspended the rules and approved them. The House also concurred with Senate petitions on assisted living residences and medication administration in rest homes, sending them to the Committee on Aging and Independence. The main legislative business was House Bill 5279/5375, the transportation bond bill financing long-term improvements to municipal roads and bridges. Ways and Means recommended a substitute bill, House 5375, with a $2.737 billion general obligation bond authorization, and the House adopted the amendment and ordered the bill to a third reading. Later, the House took up House 5375 directly, heard support from members emphasizing Chapter 90 road funding, municipal flexibility, rural road mileage distribution, and broader transportation investments, and then passed the bill to be engrossed by roll call vote, 155-0. The House also passed House Bill 5371, authorizing grants of easements or takings of certain parcels of land to the city of Boston, to be engrossed. In addition, the chamber received and filed the Secretary of the Commonwealth’s report on the March 31, 2026 special election for the 5th Essex District, adopted an order to escort the Governor and Executive Council into the chamber, and administered the oaths of office to Representative-elect Andrew Tarr. The session ended with an order to adjourn until the next day at 11 a.m. in informal session.
